Welterweight is 140lbs to 147lbs. So where does 150lbs belong? Can it be considered a catchweight in the middleweight category.

150lbs belongs to: Light Middleweight (also known as Junior Middleweight or Super Welterweight).
It will be the 8th weight class pacquiao will be getting a title on if ever.

Pacquiao walks around 155 without cutting weight. His optimum fighting weight is 140. No brainer here. There's a reason why there was a catchweight in the contract when he fought De la Hoya, why Freddie Roach would only let Pac fight Mosley and Cotto at a catchweight. If he fought at 147 for the title, he'd be fighting guys who'll weight around 155-160 lbs. The most he weighed in a fight is 148. 10 lbs is a LOT of difference!

Just imagine getting hit in the face with a 10 lbs slab of beef or pork in the face... in average speed of 60 mph min!

Not a chance at 150. His highest I'd say would be 147 and that's really stretching it.
