Just consider this. I know this sounds delusional but just try to ponder.

After the talks of Pac-May fight collapsed, Pac was without a partner for Mar 13 sked.
Arum is desperate. Manny has to fight before the election period.
So he has to look for a viable opponent.
Mosley and Berto at that time were not available. Cotto is done, Marg has no licence.
Valero has just fought, Malignaggi is not marketable.
So he was left with no other option than to let Clottey fight.
Anyway, he is ranked #5 at welter but he won't bring any money.
And here is how they fixed the fight.

Arum: Do you want to fight Pac?
Clottey: I'd love to.
Arum: OK. I'll give you $1M. Just be opposite Pac on March 13.
But be sure not to defeat him. I know you are bigger and is capable of defeating Pac.
He is my cash cow. He has to remain that way.
You fight, you earn your biggest purse, I earn my share, Pac can have his funds for his campaign.
Clottey: But I want to win. I want to be on top of the welter division.
Arum: You want to earn or not? I know you are desperate after you're defeated by Cotto.
