USA TODAY sat down with Manny Pacquiao, an eight-division world champion and first-term congressman in his native Philippines, and fight promoter Bob Arum on Tuesday as part of a pre-fight promotional tour for Pacquiao's May 7 bout against Shane Mosley in Las Vegas. Here are some excerpts from their visit, which opened with a statement from Arum:

Manny Pacquiao returns to the ring on May 7 against Shane Mosley in Las Vegas.


Arum: To have boxing back on network television, because we believe that thanks to Manny Pacquiao and what we're doing now, that sponsors will be more than willing to be associated with the sport of boxing. That's the long-range game. And I look for my example as to what happened in Mexico. In Mexico, boxing was during Julio Cesar Chavez's time, a major sport. And then for the next 10 years after Chavez retired, boxing was only shown on premium and pay-per-view television. As a consequence, interest in boxing shrank, the audience shrank and boxing was considered a dying sport in Mexico. Number of years ago, maybe four years ago, we have a Mexican partner, Fernando Beltran, and we were doing a fight in Anaheim for HBO which involved a Mexican fighter, Jorge Arce. And Fernando, I'll never forget, came to me and he said, 'Bob, this fight is gonna be shown on TV Azteca in Mexico,' a terrestrial network. And I said, 'well how much are they paying?' He said 'nothing, we're giving it to them.' Earlier that year, to counter a program — a telenovela on Televista — they asked us to do a Mexican boxing show in Las Vegas on the evening of Mexican Independence Day. The rating they got really ate into Televista's rating, and they were then hooked on boxing. And right now, you can look it up, boxing in Mexico is a tad behind soccer. Only the big soccer games could out-rate boxing. Manny Pacquiao's last fight in Mexico did a 55-point something rating. Incredible. Julio Chavez Jr., when he just fought on Mexican television, it was the highest-rated show for the entire week. So boxing is back in Mexico and now Televista, the other terrestrial network, is now showing a lot of boxing. So boxing is fully recovered in Mexico and we believe the same thing can happen in this country.

Q: Bob is sort of painting you to be almost like the savior of boxing. Do you like having that role? Do you see yourself as the savior of boxing?

Pacquiao: Well, that's how Bob trusts me. I'm a fighter and I'm just doing my job: to entertain people and give them excitement in every fight.

Q: Is Mosley really the best fight out there for you?

Pacquiao: For me, I believe that Mosley can give a good fight on May 7. I watched his last two fights and he still can punch, and he still has the power. He can move and he has the hand speed. And because of his hand speed and footwork, he can give a good fight.

Arum: This is a cliché, but it's absolutely true: Styles make fights. And Mosley, at his age, has difficulty fighting defensive fighters because he has to spend so much energy looking for them. So when he fights a [Floyd] Mayweather, it's very difficult for him. He clocked Mayweather pretty good but wasn't able to catch up with Mayweather. And then in his next fight they put him in with [Sergio] Mora, who's a stinking fighter, just you know, who 'stinks you out' as they say, and it was very difficult for Mosley to cope with that. Now you give Mosley a fighter that's in front of him and that wants to entertain the public and make a fight of it, you can't get better than Shane Mosley. Because Shane has always been able to punch, and the one thing that people aren't recognizing is Shane takes a tremendous punch. He has never been knocked out. He's fought some of the great, great fighters of our time, in their prime, and he's never ever been knocked out. So yeah, what Manny says, it's going to be a good, interesting, really exciting fight, more so than fights you might make with other possible opponents.

Q: Who else out there do you think, who might actually be more relevant to the title picture, might be a good matchup for you?

Arum: Well, first of all, I think Mosley is relevant. And remember, look at what we're doing here, this is no longer confined to premium television. This is now gonna reach 115 million homes, this promotion. Big thing. Now, who would you rather have as an opponent for Manny Pacquiao? An American kid who speaks English or a Mexican that only can communicate through subtitles? Think of that. I mean right Manny? (laughs). Sorry to be blunt about it!

Pacquiao: They're hoping that the Mayweather fight will be pushed through (laughs).

Arum: Well, the Mayweather fight is a fight that we've been pursuing for two years. At first, there was an issue that was raised about why single out Manny in this drug testing business.That was a real slap in the face kind of thing. But then the second time around, we said, 'look, the hell with that,' as long as we can get Mayweather in the ring, we're taking that off the table. That's no longer going to be an issue. And he still wouldn't come to the table! Let's see what happens now that the kid [Mayweather] has legal difficulties. So, I'm sure that that's not on the top of his agenda. Hopefully he works through these legal problems and maybe as early as November we can put that fight together. But the point is, it's not on us. As far as I'm concerned, there are absolutely no issues.

Q: Your last training camp had a lot of distractions, especially training in the Philippines. Here in the U.S., you've been stumping for Harry Reid, doing some other stuff. How do you cut down on the number of distractions in your training, especially given your other job?

Pacquiao: I wasn't distracted in that last fight [vs. Antonio Margarito]. Others are distracted, but not me. My mind, my heart, I wasn't distracted in that fight. I proved it, you know. Maybe some people around me are distracted, but not me. I really don't believe in distractions. Distractions are always there if you allow them to distract you. But if you control your mind, body, what you do everyday, nobody will distract you.

Arum: You mentioned coming in and campaigning for Harry Reid, and that was the Friday before Election Day. Manny completed training, we took a private plane, brought him into Las Vegas, he went to the rally and flew back right after. And so for the good that he created, helping re-elect the majority leader, I think that it was worthwhile. ... Manny's goals and aspirations are to make a difference. He's a congressmen. It's not like he's the normal, run-of-the-mill great fighter. He's a congressperson. And look what he's been able to accomplish.

Q: Do you have higher political aspirations beyond Congress?

Pacquiao: Not now. Not yet (laughs).

Q: What do you like about being a Congressmen?

Pacquiao: I like to help people, I like to serve people. Because I know what they're feeling, what it's like to be poor. I've been there.

Q: Do you envision your post-fighting career in politics?

Pacquiao: Definitely. After my boxing career, I'm going to be focused on my political career
