Should the Philippines protest China’s provocative military activities in the disputed South China Sea?

For National Security Adviser Hermogenes Esperon Jr., the filing of diplomatic protest against China for its landing of nuclear capable bombers on Woody Island was unnecessary.

“The purpose has to be looked into — it is a training. Parang sinabi mong dapat mag-protest ka dahil nag-train sila,” Esperon said during the weekly Kapihan sa Manila Bay forum.

He stressed that Woody Island, which was occupied by China since 1974, is not within the exclusive economic zone of the Philippines.

ang gobyerno na ito, pag babae kalaban, ambilis magbitaw ng ma aanghang na salita: mamaliitin, mumurahin, lalaitin, at kung ano ano pa ang ma isip kontra sa babae.

The Philippines’ territorial dispute with China in the South China Sea is something the two-year-old Duterte administration cannot be expected to solve, Sen. Loren Legarda said on Sunday.

“This is a complicated matter, and we can’t expect a two-year-old administration [to solve] the problem that the past administrations [had] not solved,” Legarda said on dzBB radio.

In 2013, the Aquino administration challenged China’s claim to nearly all of the 3.5-million-square-kilometer South China Sea in the UN-backed Permanent Court of Arbitration in The Hague after China seized Panatag Shoal (international name: Scarborough Shoal), a rich fishing ground off the coast of Zambales province.

Case resolved in PH favor

In July 2016, shortly after President Duterte came to power, the tribunal decided the challenge in favor of the Philippines, ruling that China’s sweeping claim has no basis in international law and that it has violated the Philippines’ sovereign right to fish and explore for resources in the West Philippine Sea, waters within the country’s 370-kilometer exclusive economic zone in the South China Sea.

Mr. Duterte, however, put the ruling in the back burner, preferring friendship with China and wooing the Asian economic powerhouse for aid, loans and investments.


China has made billions of dollars in investment pledges for Philippine infrastructure projects and the Duterte administration has kept silent over Beijing’s construction of military bases on artificial islands that it has developed on seven of Manila’s reefs in the Spratly archipelago.

complicated?

all the hard work was done already by past PNoy admin by way of going to the Court of Arbitration. me vayag pinakita ang previous admin, risking the legitimacy of our claim with Spratly's had we lost in the Court.

this issue is not as complicated as Legarda's previous relationship.

at complicated lang ito sa maliliit ang utak.

to add insult to injury: nanalo daw ang pinas sa Court of Arbitration sa panahon ni PNoy, sabi ni Duterte. ba't walang ginawa?

fake news kasi binabasa parati kaya hindi alam na lumabas ang pabor na verdict nung sya na ang presidente.

Iyang south china sea dispute na yan ay noong 1970s pa nag-umpisa. Ngayong dekada lang naging agrisibo ang china kasi super power na sila. Ang reaction ng Vietnam: resistance - kaya ayun sila parin ata ang may pinakamadaming occupied islands/ reefs sa karagatang iyan. Yung Malaysia nakicooperate sa tsina - ayun marami na silang utang. Yung Pinas ang may pinakacivilisadong ginawa - idinaan sa korte at nanalo. Sayang nga lang at hindi pinursue ng bagong gobyerno because the international community is willing to take action against china maybe by trade sanction or other form of international pressure.

Kaya lang iba ang diskarte ni dgong. Akala nya siguro mauunggoy nya ang tsina pero mukha sya ang nadedenggoy. Pati benham rise e pinakikialaman na. Tapos yung mga uto-utot palakpak parin :(

A video report that showed Filipino fishermen watching helplessly as Chinese Coast Guard personnel seized part of their catch at Panatag (Scarborough) Shoal should move the government to file a protest with Beijing or even another case with the international arbitral tribunal, acting Chief Justice Antonio Carpio said on Friday.

Carpio was part of Manila’s contingent that argued and won the Philippine case in the Permanent Court of Arbitration against China’s claim to virtually the entire South China Sea, including parts of the Philippines’ 320-kilometer exclusive economic zone (EEZ).

Fishermen’s lives are always at risk each time they sail to Panatag, said Tirso Atiga, president of Calapandayan Fishermen’s Multipurpose Cooperative.

“Are we slaves of China?” Atiga asked.

“It seems that our government has not acted on [these forms of aggression],” Atiga said.

Presidential spokesperson Harry Roque said that if it were proven that the Chinese were getting fish, routinely as claimed by the fishermen, the government would file a protest. But the report, which aired on GMA News on Thursday, did not show the Filipinos being bullied, he said.

No bullying

“If established, it’s a ground for protest. I have asked GMA 7 to authenticate it, but the video that I saw was inconclusive. I didn’t actually see any bullying,” Roque said.

“Anyway,” he added, “I asked the fishermen for their written statement.”

Speaking to reporters after the Supreme Court’s 117th anniversary celebration, Carpio said the Chinese Coast Guard had no right to take fish caught by Filipinos.

“That’s not supposed to be done. So we should protest,” he said. “If you want to be forceful about it, we can bring another case against China for not abiding with the [July 2016] ruling.”

The July 2016 ruling by the international arbitration tribunal recognized the Philippines’ sovereign rights over the West Philippine Sea and voided China’s claim over most of the South China Sea.

“The arbitral ruling stated that we have the right to fish in the territorial sea of [Panatag] Shoal, but Chinese Coast Guard vessels have been preventing our fishermen,” he said.

Carpio, the most authoritative voice in the country’s territorial dispute with China, insisted that the Philippine government should formally protest against the harassment of Filipino fishermen at Panatag Shoal, also known as Bajo de Masinloc.

“That’s the course of action we must take to protect the interest of our fishermen,” he asserted.
