Economy now in best shape

The economy under President Rodrigo Duterte’s first two full years registered the highest level of growth among post-Marcos administrations, averaging 6.6 percent in 2017 and 2018.

Data from the Department of Budget and Management (DBM) showed real growth figures in the first two years of six previous administrations at 5.6 percent for the late President Corazon Aquino, 3.3 percent for Fidel V. Ramos, 3.8 percent for Joseph Estrada, 4.3 percent for Gloria Macapagal-Arroyo and 5.2 percent for Benigno Aquino.

“The first two years in every administration is all about adjustment (but) Duterte has hit the ground running. He didn’t need the usual adjustment period,” Budget Secretary Benjamin Diokno told reporters.

“Each administration is supposed to build on what his predecessor has built on,” he added, noting that Duterte had managed to begin his term strong and sustain it the following year.

According to the Budget chief, the country’s growth remains to be domestic-driven given the heavy government spending for infrastructure which is the same case in the human capital sector.

In terms of procurement savings, some P10.7 billion was listed by the DBM stemming from the recent procurement reforms which include the upgrade of the Philippine Government Electronic Procurement System portal.

Procurement reforms

“In the past decades, one of the bottlenecks of public service delivery has been delays in procurement. Since we assumed office in 2016, we have been keen on introducing more efficient systems in this area. So far, I am pleased to say that our reforms have been yielding our intended results,” he said.

Diokno expressed confidence that the proposed 2019 national budget will be passed by the end of January in light of the upcoming election season.

“Because there’s an election and they will go on recess on 8 February, they have to hit their campaign by middle of February. If they don’t pass the budget, we’ll call them to a special session again and again,” he said.

“That will take time away from their campaign. That’s why I’m confident,” he said.

On the P75 billion being realigned by Congress from government projects, Diokno said, “I hope the senators will realize that if you take P75 billion away from infrastructure, that reduces our commitment by about half a percentage point roughly and that has an impact on employment (and) poverty.”

On the P2 excise tax increase on crude, the Cabinet official said that it won’t affect the country’s inflation as he assured the public oil prices will still be lower than the $80 per barrel peak in October 2018 and that it was already factored in their estimates.
