In the letter head, copy furnished si Bong Go. I think it is hypocritical to continue to dismiss the involvement as his name appears in this official document. Involve sya sa issue na ito. Huwag nyo na i-push yang kalokohang "post-it" lang.

Take note, this document's date is last Jan. 2017. Back then, the Navy was hell bent on getting the system from the French company (Thales Tacticos). The one who made the letter clarifying the Navy's preference on the French system, then Commodore, Empedrad, would later change his position, which would later result to the relief of his former superior, Vice Admiral Mercado. As we all know, Mercado was sacked because of this issue.

Just an FYI. The contract to buy the two frigates was signed on October 2016. The SKorean shipbuilder kept changing the specs, first on the Frigate's system and found a way thru the help of Malacanang to enforce it.

It is funny but Mercado was accused of corruption for favoring the French (Thales Tacticos) when it was the SKorean who changed the spec to use a Skorean system, Naval Shield ICMS (again, in Emperdrad's memo, he mentioned the navy CHOSE Thales Tacticos as their preferred system). Compared to Naval Shield ICMS, the Thales Tacticos system has been used by different navies from other countries (Germany, Indonesia, Turkey), and is said to be compatible to our navy ships existing systems.

Kung wala kang pinapanigan, KLARONG KLARO me CORRUPTION dito na nangyayari. hindi ko maintindihan kung bakit nag nininong ang Malacanang na gamitin ang isang system na AYAW ng Philippine Navy. nasa memo mismo nakalagay ito, at sinabi mismo ni Emperdrad, bago sya bumaliktad.

Kaya tama lang yung kantyaw ni edap na "SABI KO FIRST WHIFF...".

kalokohan yan, hindi totoo yang pinagsasabi ni Duterte na hindi sya corrupt! na kontra sya sa droga!

hindi ba maganda yang balita na nahuli na merong corruption on-going sa deal na yan? kung hindi nahuli yan, walang maganda maidudulot sa Phil. Navy natin yan.

napaka corrupt talaga nitong administrasyun. lantaran na ang galawan. PWEH!

I am waiting for you guys, kasi sigurado kakambyo naman kayo from your comment na "post-it" since nasa letter mismo naka address sa ke Bong Go ang response ng Navy. ginagawa lang kayong engot ni P-Duterte na kesyo wala namang pirma ni Bong Go.

nakakatawa pa dun sa presscon kung saan nagkasagutan si P-Duterte at Rappler reporter (na dahil napikon si P-Duterte tinanggalan na ng microphone ang reporter :lol: asar talo fentanyl user na yan), mga "elite" daw o mga mayayaman ang nasa likud ng pagbabagsak sa kanyang administrasyun, kesyo kalaban daw sya nang mga mayayaman o elite.

tapos sabay sabi naman na walang kinalaman si Bong Go sa transaksyun ng Navy kasi mayaman na ito, bilyonaryo.

Ano kinalaman ni Bong Go sa isyu? Yung pinost mo na papel pinalalabas lang na course sa office ng Special Assistant to the President yung letter. Ano anomalya dun? Nananaginip ka na naman. Kaparehas lang din ng 6.4 billion drug importation mo yan. Pabalikbalik kahit wala naman maiprisintang ebidensya. Kawawa.

bawal na pala magtanong o mag-inquire ang opisyal ng gobeyerno sa past projects?

Dalawa yung naproposed cms ng frigate. Yung isa Thales Tactico ng Netherlands at yung pangalawa yung naval shield ng Hanwha, Korean firm na dating Hanwha Thales ng Korea. Walang mali sa pagpili sa Naval Shield ng Hanwha kasi nasa proposal din naman yun. Natanggal si Mercado bilang FOIC ng PN dahil sa lost of trust and confidence sabi ni dnd sec. Lorenzana. Inaprubahan na yung Hanwha pero pinagpipilitan pa rin ni Mercado yung tacticos at nangampanya pa sa mga retired navy officials. Gross insubordination na yun kaya justified yung relief ni Mercado. Nadelay na rin yung project dahil sa pagkokontra ni Mercado. Walang anomalya diyan. Hindi porke sinabi ni Max Montero e maniniwala ka na. Utu-uto ang tawag diyan.

DAVAO CITY—Special Assistant to the President Christopher Go on Friday expressed willingness to testify if the Senate hearing on the P15.7-billion frigate acquisition project pushes through.

“Yes, I will attend,” Go said when asked if he would show up at the Senate investigation.

Earlier, Senators from the minority bloc filed Resolution No. 584 asking the Senate committee on national defense and security, and the Congressional oversight committee on the Armed Forces Modernization Act to examine the status of the AFP modernization program.


The resolution was based on media reports that Go had intervened in the selection of the weapons system supplier for the frigate project.

Based on the reports, Go had “sent an unsigned two-page letter to Defense Chief Delfin Lorenzana where he assailed the Navy’s preference for Tacticos CMS and highlighted the advantages of choosing the Naval Shield Integrated Combat Management System (ICMS) of HTC of South Korea for the frigates.”

Go had denied intervening in the procurement process for the weapons system.

“I have not intervened in the procurement of DND of its computer system for its ships. I have not participated nor intervened, directly or indirectly, in the transactions of DND. Further, I even have no information nor knowledge of the said transaction,” he said in an earlier statement.

He also told the Inquirer that the report was totally wrong.

“They’re really wrong,” Go said.

He also offered to resign if the charges were proven to be true.

“I am not privy to the frigate transaction of the (Department of National Defense). I have never seen the controversial document that is alleged to have come from me, much less, handed the same to SND Lorenzana,” Go said.

“In fact, I will resign if it can be proven that I intervened,” he added.

Go also pointed out that the frigate project “was already a done deal in 2016 during the time of former President Aquino.”

Below is an article reported on July 1, 2016, about the Indonesian bidder (GRSE) being disqualified as one of the two final bidders.
This confirms that the bidding was on-going well over the administration of Duterte. Which in turn confirms that spokesman Roque, as always, was LYING about his claim the Frigate acquisition being a "done deal" during the Aquino administration.

But who cares kung magsinungaling si Roque, di ba? Importante, papanigan natin si Duterte maski nagsisinungaling sila.

IHS Jane's understands that this relates to requirements, outlined in Philippine procurement rules, to comply with Net Financial Contracting Capacity (NFCC), which the government uses as a financial indicator of a contractor's ability to fulfil a contract.

IHS Jane's understands that GRSE was previously identified by the DND as the lowest bidder on the programme, which under DND procurement rules commits the DND to proceed to contract negotiations.
