Dalian trains may hit tracks this year
Chinese firm to shoulder cost of technical adjustments

The 48 Dalian trains, which for over two years have been gathering dust at the Metro Rail Transit (MRT) 3 depot pending the results of an independent audit, are likely to hit the tracks this year, according to Transport Secretary Arthur Tugade.

But while Chinese manufacturer Dalian Corp. was expected to shoulder the cost of all technical adjustments to make the trains compatible with the rest of the MRT 3 fleet, Tugade said these must be done before Japan’s Sumitomo takes over the rehabilitation of Metro Manila’s busiest train system in the last quarter of 2018.

Fewer trains with rehab

He explained that the rehabilitation project which could take at least two years was expected to reduce the number of available trains to 12 or less.

Without the new Dalian trains being brought on board, the lack of trains would cripple MRT 3 operations, Tugade said in a recent press briefing.

The 48 Dalian trains worth P3.2 billion remain unused because of supposed safety and incompatibility issues.

An independent review conducted by TUV Rheinland, however, indicated that with some technical adjustments, “they can be ready for use without sacrificing the safety, security and life of the passengers,” Tugade said.

Asked how extensive these adjustments were, Tugade replied: “One word: manageable.”

I don't think so.. the fact na may inadjust technically means may problema talaga yung bagon.

pasalamat nalang tayo na may nagawa pang paraan.

and if not with TUV Rheinland's idea, kalawangin na lang yung mga bagon.

If i am a trapo in charge i will not find ways and I will just stick to accusing the previous in charge for the mess and buy another one.

hmnnnnn, i read and re-read your post, wala akong nakitang pwede ako mag agree.

you can correct me any time but first off, nag hire ang gobyerno na mag audit ng Dalian trains (there is another separate auditor, Japanese naman, I think sa signaling naman ito, I don't have time to research). ang na hire nila ay itong Rheinland nabanggit mo, from Germany. hindi kusang nagkaron ng idea ang Rheiland na mag audit. me bayad yan. kinuha sila to do the audit to once and for all clarify the issue.

but actually that wasn't the plan. the plan was gatasan ang issue na ito. nag float na sila ng idea na bumili ng bagong trains. this administration was ready to sacrifice politically this Dalian trains. even the Duterte allies in the senate where ready to return the Dalian trains, si Poe mismo sure na walang wenta ang train, absence the audit.

c'mon, you are a smart guy. you know when someone is making a fool of you. just because dating administrasyun ang bumili ng Dalian trains, kahit gumagana ito, you will toe the line of those who say that it is not.

Senate Committee on Public Services chair Grace Poe on Sunday insisted against the use of Dalian coaches for the Metro Rail Transit Line 3, citing its incompatibility to the current design of the mass transport system.

Poe made the call after MRT3 General Manager Rodolfo Garcia stated in a House hearing that they are planning to augment the present number of train coaches by using Dalian coaches.

For one, Poe said, the Dalian coaches are too heavy for the rails to carry. The signalling system have likewise not been installed yet in most coaches.

"So talagang hindi pwede. Kung naiintindihan nila yung nangyayari, dapat yun pa lamang, yun ang pinaka-basic," she added.

During the House hearing, Speaker Pantaleon Alvarez himself stated that the signalling system of the Dalian coaches was not compatible with the present system, asking Garcia if he was sure of what he is telling the lawmakers.

This questioning angered Garcia, causing him to offer his resignation if he was not sure of his statements.

"Then, I will resign kung hindi ako sigurado! Garcia said in a fuming voice.

Poe, however, shared Alvarez's views.

"Sabi ko nga, kalimutan niyo na yung mga Dalian na yan," she said.

"Kahit na malaki na yung ating nagasta diyan, nagbayad na tayo ng a little less than P500 million, pero parang pinipilit naman natin na isuot ang isang sapatos na size 6 pero size 5 tayo. Hindi natin talaga pwedeng pilitan ang isang bagay," she added.

As for Garcia, Alvarez said he believes that MRT3 general manager seemed to be pushing through with his resignation.

“Kanina nung tinanong ko, my last question, kung talagang seryoso. Ang sabi naman niya, oo seryoso siya,” he said in an interview.

Even during the hearing, Alvarez asked Garcia if he was serious in stepping down.

“Yes, your honor. Medyo pressured na po ako as GM. I’m contemplating getting out,” Garcia said. —LBG, GMA News
