Speaker Pantaleon Alvarez on Wednesday broached the possibility of a reenacted budget for next year if the Senate and the House of Representatives fail to come up with a compromise on the budget of the Commission on Human Rights (CHR).

Alvarez made the statement as a number of senators have already expressed plans of fighting for the restoration of the P678-million CHR budget, which the House reduced to a paltry P1,000 last week.

"Mahabang usapin 'yan ang restoration. Sa akin I do not discount the possibility na may madadagdag [sa P1,000 budget] pero 'yung restoration medyo malabo siguro 'yun," he said at a media forum in Manila.

The House leader added he was willing to take the risk of a reenacted budget just to prove his point.

"Away-away na tayo dito. Di na biruan 'to," Alvarez said.

However, if the 2017 budget for CHR is reenacted, the agency would even get a higher outlay of P725 million, compared to the proposed 2018 budget of P678 million.

The House and the Senate can break the impasse in the bicameral conference committee where select lawmakers would have to agree on a single version of the budget bill, which they will ratify, before it is sent to President Rodrigo Duterte for his signature.

Both Duterte and Alvarez have been critical of the CHR, accusing the agency of not advocating for the rights of crime victims and focusing its attention to mounting deaths in the administration's campaign against illegal drugs.

Resignation call

Alvarez also renewed his call for CHR Chairperson Chito Gascon, an appointee of former President Benigno Aquino III, to resign for allegedly not doing his job and lack of understanding on the CHR's constitutional mandate.

"Kung meron siyang kahit kokonting natitirang kahihiyan ay mag-resign na siya dahil hindi nya ginagawa ang tungkulin niya. Mali [ang] pagkaintindi niya sa trabaho niya tapos gusto pa niya magpasweldo sa gobyerno," the Speaker said.

"Ang dami naman gustong magtrabaho diyan at naiintindihan 'yung trabaho, yun ang ipahandle natin ng chairmanship ng Commission on Human Rights to give it true direction in accordance with the mandate of the Constitution of the Republic of the Philippines," he added.

Gascon has already rebuffed calls for him to quit. — RSJ, GMA News

Nobody here is trying to change history Durian.
Just somebody more open to ideas other than those fed to us by the previous admins.

Kung mali ako ng mga akala regarding the BLOATED ML victims, overstated wealth calculations and whether atrocities was or was not a state policy during Marcos time... then I will admit soon I'm wrong.

I will give them the benefit of the doubt mainly because ang mga nagprosecute sa kanila ay known political opponents nila... and bakit itong si Imelda laya pa.
