‘Merciful liberation’: solon files divorce bill

ALBAY Rep. Edcel Lagman on Thursday filed a bill to allow absolute divorce in the country, which he said is “a merciful liberation of the hapless wife from a long-dead marriage.”

Lagman, the principal author of the Reproductive Health Law, filed House Bill No. 116 on the first day of the Duterte administration.

A statement from his office said Lagman “leads the campaign in the 17th Congress for the enactment of a law on absolute divorce.”


“Most marriages are supposed to be solemnized in heaven, the reality is many marriages plummet into hell—in irremediable breakdown, spousal abuse, marital infidelity and psychological incapacity, among others, which bedevil marriages,” Lagman said.

The grounds of absolute divorce bill also include the grounds for legal separation and annulment of marriage.

House Bill No. 116 provides the following additional grounds for absolute divorce:

When either of the spouses secures a valid foreign divorce; canonical divorce, or gender reassignment surgery, and

When irreconcilable differences or conflicts exist between the married couple which are beyond redemption despite earnest and repeated efforts at reconciliation.

Lagman described the bill as a “prowoman legislation,” noting the following:

Traditionally, in a marriage relation, the husband is more ascendant than the wife. It is the woman who is usually brutalized and it is the man who philanders and gets away with it.

Under these foreboding and unequal circumstances, a wife needs an absolute divorce more than the husband.

In divorce proceedings, the wife as the innocent spouse, needs a court-decreed alimony and support for the child or children under her custody.

Absolute divorce is not only a women’s issue. It is a poor women’s issue. Poor women cannot afford the current exorbitant expense for legal separation or annulment of marriage.

The Philippines and the Vatican are the only two states in the world without a divorce law. The Vatican, the seat of the Roman Catholic Church, is a city-state.

Matrimony is a sacrament... You want it? Make sure you follow everything that comes with the package. Now if both are not agreeable and they think it'll be hard, don't get married then.


If ever something has to be changed, they have to start with the laws that are based on it...



Again, its a sacrament... No one has the right to edit it.

a divorce is OK......its a mutual termination of a contract. it should already be allowed if society will progress

A marriage is a vow, not a contract. In sickness and in health, till death do us part, that's a marriage.

While a contract has conditions, and agreement on a period of time.

So a divorce is a mutual termination of a vow.

I agree

Saka just because other countries are doing it, doesn't necessarily mean kailangan na natin gayahin.

People should first ask themselves if the laws that those countries have are compatible with our own culture and way of life.

Just because other countries legalized gay marriage or allow abortion or divorce, it doesn't necessarily mean you have to do it too.

Tanungin nyo muna ang mga sarili nyo if those things fit with your vision of what kind of country and society you want to have. Kaya nga "nation building" e.

We are building here a nation base on our own culture & values. This is why every country is unique.

Every country has its laws patterned around the values of their respective societies, based on their respective cultures.

This is what every developed country is like. Or at least should be like.

Look at Japan, hindi naman sila gaya gaya sa Amerika. If ever they have some laws that are similar with them, it's not because they feel the need to "copy" it, but because they believe it is necessary for them to have it. or at the very least iniisip nila na those laws fit to their vision of what kind of country or society they want to have.

Saka these developed countries, If ever meron man silang mga batas that are similar to other countries, usually they pattern it according to their own needs, values, culture of their people.

No need to copy. Kung iniisip ng iba dito na we have to adopt those laws para lang masabing we are 'civilized'. It shouldn't be like that.

Ang tanuning muna natin sa mga sarili natin is... kung pasok ba yan sa vision nyo of what kind of society and nation you want to have.

Kailangan ba talaga natin sya?

tama... dapat nga naman MAGANDA nang maging UNIQUE ang pelepens... totoo pang maliligtas at pupunta sa heaven...or kapag nagstick sa marriage dahil nakasulat sa baybol eh dyesus lamang ang may karapatang magputol nito kahit pa:
1) nambugbog si mister.... nambugbog si misis..... at hindi na magkasundo...nagaaway na sa mga benipisyo na dapat ay natatanggap
2) kahit pa nangaliwa si mister.. nangaliwa si misis.... at hindi na magkasundo...nagaaway na sa mga benipisyo na dapat ay matatanggap

tama talagang sumunod sa KULTURA at BATAS na HEAVILY influenced by RELIGION....bwahahahah...
