5 suspected drug pushers nabbed in Lucena City

LUCENA CITY, Quezon—Five suspected drug pushers targeting college students in local universities were nabbed in buy-bust operations in Lucena City on Friday, police said Saturday.

Senior Supt. Rhoderick Armamento, Quezon police director, said the suspects – Marilou Uy, 39; Pepito Cadiz, 50; and Edgar Marquez, 33 – were arrested by Quezon police anti-illegal drugs operatives in an operation in Barangay (village) Ibabang Dupay around 9 p.m.

Police seized from them a sachet of “shabu” (methamphetamine hydrochloride) weighing 10.40 grams worth P19,240 in the street market and a service car believed used by the suspects in their drug distributions.

Earlier, the same police team also arrested Elsa Esteves, 38 and partner Anwar Borongo, 39, in another buy-bust operation also in the same village around 1 p.m. The suspects yielded three sachets of shabu weighing 25 grams with an estimated street value of around P46,250.

Espenido's reassignment to Iloilo City canceled —PRO6 chief

The reassignment of controversial Chief Inspector Jovie Espenido as officer-in-charge of Iloilo City Police Office has been canceled, Philippine National Police Regional Office 6 announced Saturday.

PRO-6 director Chief Superintendent Cesar Binag confirmed on dzBB that the cancellation of Espenido's reassignment was based on an order he received from the national headquarters.

"Nakatanggap po kami ng official documents, dalawang documents, galing sa national police headquarters, at nakumpirma namin. Ang unang order ay ang pagtatalaga kay Senior Superintendent Henry Biñas as Iloilo City police head," Binag said.

Citing a second document, Binag said, "Pinakakansela rin ang reassignment ni Espenido as officer-in-charge ng Iloilo City."

The cancellation came after the killing of the alleged No. 1 drug lord in Iloilo Richard Prevendido for resisting arrest.

Espenido was the chief of police in Albuera, Leyte when suspected drug lord Mayor Rolando Espinosa was killed while in detention.

Shortly after his transfer to Ozamiz City, suspected drug lord Mayor Reynaldo Parojinog Sr. was killed in a police raid.

Earlier, Malacañang denied claims that Espenido's planned transfer to Iloilo City was to pick on suspected illegal drugs trade protector Mayor Jed Mabilog, who is on Duterte's drug list. —LBG, GMA News

Espenido stays put in Ozamiz

In the end, the seniority rule prevailed as the leadership of the Philippine National Police withheld the transfer of Chief Inspector Jovie Espenido from Ozamiz City where he is currently the police chief to Iloilo City because of qualification issues.

The cancellation of Espenido’s transfer to Iloilo was confirmed by Chief Supt. Cesar Hawthorne Binag, director of the Western Visayas regional police.

“It is confirmed and already implemented based on the order that we received from National Headquarters (NHQ, Camp Crame),” said Binag in a radio interview.

Instead of Espenido, Senior Supt. Henry Binas, the director of the Negros Oriental Provincial Police Office will be the next chief of the Iloilo City police.

On National Heroes Day after conferring on Espenido the Order of Lapu-Lapu Medal of Magalong for his exceptional contribution to the illegal drugs campaign of the government, President Duterte announced Espenido’s next assignment: Iloilo city – a place he described as a “bedrock” of shabu in the Visayas.

Espenido has earned the ‘narco-buster’ monicker after alleged untouchable drug lords – both mayors — in his turf were killed in anti-drug operations.

The designation of Espenido in Iloilo City was seen as a move against Mayor Jed Mabilog who was being linked to the illegal drugs trade. Mabilog consistently denied the drug allegations and even opened himself to a lifestyle check.

Precedent-setting

Police sources told Manila Bulletin Espenido’s appointment would pose a problem since highly-urbanized cities like Iloilo require a police official with a rank of Senior Superintendent (equivalent to Colonel in the military). Espenido is a Chief Inspector (Major), which is two ranks lower than what the law requires for the position.

PNP Chief Director General Ronald dela Rosa said they found a way to comply with the President’s order by designating Espenido as “acting” Iloilo City police chief.

But police sources said should this happen, Espenido’s authority would be limited based on the existing PNP rules, especially on the aspect of budget control and designation of his own men.

The same sources explained that if the PNP leadership insisted on the designation of Espenido, this would make a bad precedent and eventually cause demoralization.

“If this is pursued, nothing and no one would prevent any similar action in the future like designating for instance, a Senior Inspector (captain) or a Chief Inspector (major) from being appointed as Regional Director (a position which requires a one-star general),” one of the sources said.

It would have been different if Espenido had a rank of Superintendent who would be promoted to Senior Superintendent.

Even the appointment of the chief PNP, the source added is governed by rules. Dela Rosa was a chief superintendent when he was appointed chief PNP last year.

Wish granted

Following the announcement of Espenido’s new assignment, the residents of Ozamiz began to fear against possible reprisal from Parojinog supporters after the death of Mayor Reynaldo Parojinog, his wife and 13 others during a drug bust last month. They appealed to the President to let Espenido stay in Ozamiz until such time the drug problem and other crimes are addressed. (With a report from Tara Yap)

Dalawa lalaki—na ang isa ay nagpakilalang anak daw ni dating Senador Ramon Revilla Sr. — ang nadakip sa Ninoy Aquino International Airport dahil sa pagpupuslit umano ng regulated drugs na umaabot ang halaga sa P24 milyon.

Ulat ng radio dzBB nitong Lunes, sinabing nadakip ng mga tauhan ng Customs sa NAIA nitong Linggo ng hapon sina Ruben Bautista ng Cavite at Glen Morgadi ng Pampanga.

Nakuha umano sa dalawa ang mahigit 100 piraso ng Cytotec (Misoprostol), isang regulated drugs na panggamot sa ulcer.

Ayon sa ulat, dumating sa NAIA sina Bautista at Morgadi noong Linggo dakong 5 p.m. sakay ng Singapore Airlines SQ 918.

Sinabi ng mga tauhan ng Custom na nagpakilala raw si Bautista na anak ni dating senador Ramon Revilla Sr., at kapatid ni dating senator Bong Revilla Jr.

DAVAO CITY, Philippines – Authorities here arrested Sunday, September 3, a Maguindanao village official who was previously charged in a drug-related raid in Cotabato City last February.

The Philippine Drug Enforcement Agency (PDEA) in this region identified the suspect as Fatima Daud Baliwan alias Timaw, 44, a village chairperson and president of the Association of Barangay Captains of of Northern Kabuntalan town, Maguindanao.

Baliwan is behind the notorious Baliwan Drug Group in the Autonomous Region in Mindanao, PDEA XI Regional Director Adzhar Albani said in a statement on Monday, September 4.

Baliwan was arrested in a buy-bust operation inside a house in Woodridge, an exclusive subdivision in Ma-a, this city.

Arrested too were Norodin Baliwan and Noria Diyao alias Noria, who were caught with 3 medium sachets of suspected methamphetamine hydrochloride with an estimated market value of P600,000, the PDEA said.

A cellular phone and the buy-bust marked money were also recovered. A Toyota Grandia with plate number LGJ 155 was used in the activity, Albani said.

The suspects, according to PDEA, are now detained at their facility here. The seized suspected illegal drugs will undergo laboratory tests as the case is being prepared. They will be charged for violating the Comprehensive Dangerous Drugs Act of 2002.

On February 9, Baliwan and his son were arrested by PDEA ARMM and Cotabato City police. – Rappler.com

MANILA – President Rodrigo Duterte on Tuesday said Iloilo City Mayor Jed Mabilog was trying to fool him by raising a bounty for the neutralization of Western Visayas alleged drug lord Richard Prevendido, who was recently killed in a police operation.

”Bumilib lang ako sa kanya, kasi matapang siya. Sabi niya, bigyan daw niya ng one million ‘yung taong makapagturo sa kanila ang mga drug people,”

”Hindi ka bumilib sa kanya? Na bigyan ko kayo ng isang milyon kung mahanap ninyo ako --- ako… Bobolahin pa ako ng p***** i** niya. ‘Wag mo akong s****** ng ganun. Katagal ko na sa gobyerno na ito. Ililibing na nga ako eh.”

Duterte was referring to the P1.1 million bounty raised by the Iloilo City government, Iloilo provincial government, and the Philippine National Police for the neutralization of Prevendido. Of the total amount of bounty, P500,000 came from the Iloilo City government.

Prevendido and his son Jason were killed in a police operation in Barangay Balabago, Jaro, Iloilo last Friday.

The President has tagged Mabilog as an alleged protector of the drug trade in the city, a claim that the mayor has denied.

Duterte said proof of Mabilog’s links to the drug trade was the latter’s house, which he said was even more grandiose than the Malacanang Palace.

“It was because of drugs. Where else would he get the money from, his business?” Duterte said.

Mabilog denied this, saying some of his wealth came from his earnings as a businessman.

Caloocan cops got award on week of teens’ death

The awarding took place on Aug. 18 during a program celebrating the NCRPO’s 116th anniversary at Camp Bagong Diwa, Taguig City. Philippine National Police Director General Ronald “Bato” dela Rosa and NCRPO chief, Director Oscar Albayalde, handed the award to then Caloocan police chief, Senior Supt. Chito Bersaluna.

In a press statement, the NCRPO said the Caloocan City Police Station was cited for posting the “highest accomplishment in Project Double Barrel/Barrel Alpha,” the government’s campaign against illegal drugs.

The NCRPO added that the police station also had the highest number of arrested or neutralized most wanted persons and high value targets on top of recording the highest number of firearms confiscated for 2016.

ORMOC CITY – An alleged top drug personality in Sogod town, Southern Leyte was killed in a buy-bust operation with the police operatives on Thursday morning in Barangay Salvacion, Sogod, about 110 km from here.

The suspect was identified as Gilbert Dagting, 37, who was in the list of top drug suspects in Sogod, said Chief Insp. Delfin Tan, Sogod Drug Enforcement Team chief in a phone interview.

Tan said that an undercover agent purchased one small sachet of shabu from Dagting but the suspect sensed that it was a sting operation and drew his gun to shoot at the policemen who managed to fire at Dagting and killed him.



Tan said Dagting was one of those who surrendered during Oplan Tokhang, a police campaign that sent policemen knocking on the doors of drug suspects and asked them to surrender and change their ways.

But he added Dagting continued selling shabu based on the test buy the police had conducted prior to the operation.

(CHR) to open all case folders of those killed under the government's drug war.

Undersecretary Catalino Cuy, officer-in-charge of the Department of Interior and Local Government
(DILG), said the President has insisted that no police officer or soldier can be investigated for alleged human rights violations without his permission.

"Once it's collated, we have to get clearance from the President," Cuy said.
