Muntinlupa judge’s decision to inhibit ‘a step in the right direction’ – De Lima

Senator Leila De Lima welcomed on Tuesday the decision of Muntinlupa City Regional Trial Court Judge Juanita Guerrero to inhibit from handling the drug charge against her, saying the judge’s decision was “a step in the right direction.”

“The news of the inhibition of Judge Guerrero is a welcome one,” the detained senator said in a statement.

“We do not rejoice that it became necessary to ask for the inhibition of a member of the judiciary, but circumstances, and especially the way she has thus far handled the case, have shown that it had to happen if justice has any chance of being truly and faithfully served,” she added.

In 2017, De Lima sought the inhibition of Guerrero citing “obvious partiality and questionable independence.”

Last Monday, Guerrero, who had ordered De Lima’s arrest, inhibited from handling the detained legislator’s illegal drug case.

“But we have to remain vigilant in ensuring that constitutional and human rights are not again trampled upon. Judges, after all, are among those who ought to be at the forefront of our fight for justice,” De Lima noted. /kga

Pacquiao defends death penalty for drug lords: ‘Wala naman drug lord na mahirap’

Published January 17, 2018 9:14am
By KATHRINA CHARMAINE ALVAREZ, GMA News

Senator Manny Pacquiao hopes to get the support of his colleagues for the death penalty bill, saying his proposal only targets drug lords.

Pacquiao, who was appointed chairman of the Senate subcommittee on death penalty, explained there are no poor drug lords anyway.

“Mahihirapan talaga kami to get the majority but we’re going to explain to my colleagues na pipiliin lang natin, kumbaga ang gusto namin dito is yung drug lords. Of course, wala naman sigurong durg lords na mahirap so hindi ‘yung mga users,” Pacquiao said in an interview on ANC.

“That’s why we are going to conduct another hearing para pag-usapan, ma-tackle about specifications of kind of drug lords, gaano kalaki, gaano kadaming droga,” he added.

Pacquiao said some of his colleagues had expressed support for the measure just as long as death penalty is limited to drug lords.

Pacquiao has filed three separate bills on death penalty; one on aggravated rape, one on kidnapping, and one on certain heinous crimes. At least nine bills proposing death penalty are pending before the Senate subcommittee.

Citing Article III, Section 19, Pacquiao said death penalty in the Philippines was never abolished.

“Excessive fines shall not be imposed, nor cruel, degrading or inhuman punishment inflicted. Neither shall death penalty be imposed, unless, for compelling reasons involving heinous crimes, the Congress hereafter provides for it. Any death penalty already imposed shall be reduced to reclusion perpetua,” the said section states.

“So may exception na ‘unless for compelling reasons involving heinous crimes’ so meaning, the death penalty in our country is not abolished. It’s just moratorium issued by President Gloria nung time niya,” Pacquiao said.

In 2006, then President Gloria Macapagal Arroyo signed Republic Act 9346 abolishing death penalty in the Philippines.

Pacquiao further said that his support for the death penalty law does not go against his religious beliefs.

“I am a born again Christian. I agree thou shall not kill. I believe that. Ang gusto ko malaman nila, we are not talking individually. Huwag mo ilagay ang batas sa kamay but there is authority meaning the government which is established and instituted by God,” the senator said.

“Puwede tayo parusahan ng government,” he stressed. —ALG, GMA News

GMA News

Customs foils sale of party drugs by alleged Pakistan syndicate

Party drugs seized by BOC

MANILA, Philippines — The Bureau of Customs has formally turned over to the Philippine Drug Enforcement Agency (PDEA) the party drugs they intercepted, with a street value of more than P1.2 billion.

According to BOC Chief Commissioner Isidro Lapeña, the party drugs that were seized last January 4 and 10 were believed to have come from Pakistan.

BOC personnel detected the two million pieces of party drugs, which were in tablet form, in a shipment at the Philpost office in NAIA.

The BOC is now in pursuit of the consignees of the shipment identified as Peter Parcon and Jocelyn Villarino.

“They did not appear during the interception. Actually ito (this), it stayed for some time with the post office but walang lumitaw (no one claimed it). Then we decided to have it confiscated,” said Lapeña.

The BOC will also be on a lookout for the Filipino counterparts of the Pakistan drug syndicate. — Rajel Adora| UNTV News & Rescue
