Remnants of Laguna drug group arrested

CAMP VICENTE LIM, Laguna: Two remnants of the Rocky Reyes Drug Syndicate Group were nabbed in an anti-illegal drug operation in San Pablo City on Wednesday.


Senior Supt. Kirby John Kraft, Laguna police provincial director, in a report to Calabarzon Regional Director and Supt.

Edward Carranza identified the suspects as Teodoro Melo and Apollo Emralino. Kraft said Melo was arrested with Baby Tessie de la Mar in a buy-bust in Barangay San Jose while Emralino was arrested in another operation in Barangay San Lucas.


Confiscated from Melo and de la Mar were 10 sachets of shabu and a revolver while a cal. 38 revolver, a cal. 22 rifle, two sachets of shabu and drug paraphernalia were confiscated from Emralino.

The suspects were brought to Laguna Crime Laboratory at Kampo Heneral Paciano Rizal in Santa Cruz, Laguna, for medical and laboratory examinations.

Aappropriate charges are being prepared against the suspects.

Makati cops file drug possession raps vs. lawyers nabbed at bar

Makati police officers have filed charges for "constructive possession" of dangerous drugs against the three lawyers they arrested at an earlier raided local bar and detained.

Apart from the initially known charges for obstruction of justice, resistance and disobedience to authorities and flouting a city ordinance against crossing police line, the Makati Police Station alleged the lawyers violated Section 11 of Article 2 of the Comprehensive Dangerous Drugs Act.

This provision refers to "possession of dangerous drugs," but the police qualify their accusation as "constructive possession," which the Supreme Court (SC) says exists "when the drug is under the dominion and control of the accused or when he has the right to exercise dominion and control over the place where it is found."

"Exclusive possession or control is not necessary," the SC held in its 2004 decision in People vs. Tira.

Lawyers Lenie Rocel Rocha, Jan Vincent Soliven, and Romulo Bernard Alarkon were arrested Thursday afternoon at the Time in Manila bar in Barangay Poblacion, Makati City.

The Southern Police District said the three, who purportedly claimed to be lawyers of one of the bar's owners, entered the premises during the later implementation of a search warrant, "took several picture and videos of the scene" and "intimidated the members of the searching team without proper and prior coordination."

A police raid at the bar over the weekend led to the arrest of 31 employees - for allegedly supplying and distributing illegal drugs - and the rounding up of 125 people.

Allegedly recovered from the bar were a few pieces of alleged ecstasy tablets, several plastic sachets of alleged cocaine and shabu, and drug paraphernalia.

The complaint against the lawyers were filed through Police Inspector Jeson Vigilla and Police Officer 3 R'Man Galit, PO1 Manuel Gutierrez, assigned at the Station Drug Enforcement Unit of the Makati Police Station.

Senior Assistant City Prosecutor Romel Odronia of the Makati City Prosescutor's Office, who is handling the charges, said the office is resolving the complaint "with dispatch."

The three lawyers' attorney did not entertain a request for comment. — RSJ, GMA News

Shabu’ worth P880,000 seized in Albay Gulf

LEGAZPI CITY – Anti-narcotics operatives seized on Friday P880,000 worth of suspected “shabu” (crystal meth) from two suspects who were transporting the illegal drug over Sula channel, part of Albay Gulf, in Bacacay town in Albay province.

Members of the Philippine Drug Enforcement Agency (PDEA) Bicol, police and Philippine Navy arrested Ariel Barcelon, alias “Ayie,” and Bernardo Dayto within the vicinity of Port Sula Channel while transporting illegal drugs at 9:15 a.m., said Christian Frivaldo, acting PDEA regional director.

Frivaldo said the suspects were sailing on board a motorized banca from Barangay (village) San Roque in this city to the island town of Rapu-rapu when they were intercepted.

The authorities confiscated six sachets containing suspected shabu with about 130 grams worth P880,000.

Frivaldo said the raiding team tracked Barcelon to serve a warrant of arrest when during the arrest, operatives found the shabu with other drug paraphernalia among the suspect’s belongings.

Frivaldo said Barcelon was a high-value target listed on the PDEA drug watchlist while Dayto was a drug courier.

Raps filed vs. importers of seized shabu, sugar

The Bureau of Customs (BOC) has filed criminal charges against the importers of alleged illegal drugs and smuggled sugar.

In a statement on Friday, the BOC said it has filed criminal complaints before the Department of Justice (DOJ) against the registered owner of Vecaba Trading, the consignee for the importation of white crystalline substance identified as methamphetamine hydrochloride or shabu into the country.

The respondent is accused of violating Section 1401 or "Unlawful Importation" in relation to Section 118 (g) "Prohibited Importation," pursuant to Section 4 and 5 of RA 9165 or the Comprehensive Dangerous Drugs Act of 2002.

According to the BOC, the shipment from Malaysia was said to contain door frames, but upon inspection and 100 percent physical examination, it was found to actually contain two magnetic lifters containing 355 kilograms of shabu estimated to be worth around P2.4 billion.

The shipment arrived in the country on June 28, 2018 and was deemed abandoned after the consignee failed to file an entry document within 30 days from the date of discharge.

The BOC also filed four criminal charges against the officers of Red Star Rising Corporatio for violation of Section 1401 "Unlawful Importation" in relation to Section 117 of the Customs Modernization and Tariff Act (CMTA) and Section 3 of R.A. 10845 otherwise known as the Large-Scale Agricultural Smuggling as Economic Sabotage Act.

This came after the BOC discovered abandoned shipments consigned to Red Star Rising Corporation on August 9.

The bureau found that the shipments described in the manifest as packaging materials, kitchen utensils, and kraft paper were found to contain refined sugar.

Apart from misdeclaration, Red Star Rising Corporation has no import permit issued by the Sugar Regulatory Administration, according to the BOC.

The total estimated value, including duties and taxes, of the subject shipments of sugar is P59,761,849.00.

Following its apprehension, a certification was subsequently issued by the Sugar Regulatory Administration certifying that Red Star Rising Corporation is not a registered trader, and that the same has no pending application as trader for the Crop Year 2018-2019.

The BOC said a total of 17 criminal cases were filed against importers and brokers involved in agricultural smuggling since the assumption of office of Customs Commissioner Isidro Lapeña.

“The Bureau of Customs will be filing more criminal charges in the coming weeks against erring importers and brokers. The continuous filing of these cases is in line with my standing order to deter all forms of smuggling for the protection of the legitimate traders and the general public,” said Lapeña. —Ted Cordero/KBK, GMA News

2 drug personalities killed, 37 suspects nabbed in simultaneous police ops

TAGBILARAN CITY – Two drug personalities were killed and 37 suspects were arrested in simultaneous police operations in 29 towns in Boho on Thursday.

More than P1 million worth of suspected drugs were seized during the simultaneous conduct of operations against drug personalities in the province.

Bohol provincial director Senior Supt. Angeles Geñorga told the media the operations were done from 4 to 9 a.m. on Thursday when 36 search warrants were served and 35 of the search warrants came up with positive results.

Geñorga declared the police are winning the war against drugs, at least in Bohol.

The two fatalities were identified as Eddie Vano, of Bicao, Carmen and Joel Vergara Olalo from Anda town, Geñorga said in a press conference held at the police headquarters inside Camp Francisco Dagohoy.

Vano is considered as a high-value target in the regional level. Vano was killed after a brief exchange of gun fire between the suspect and the police operatives.

Olalo was killed after engaging in a fire fight against police operatives, he said.

Geñorga said the places in Bohol where the simultaneous police operations were conducted included Tagbilaran City, Albur, Alicia, Anda, Antequera, Baclayon, Batuan, Bien Unido, Bilar, Buenavista, Calape, Candijay, Carmen, Catigbian, Clarin, Dagohoy, Danao, Dauis, Dimiao, Guindulman, Inabanga, Jagna, Jetafe, Loboc, Loon, Maribojoc, Panglao, Pilar, Carlos P. Garcia, San Miguel, Sierra Bullones, Talibon, Tubigon, Ubay, Corella and Lila towns.

The provincial police chief said the personnel from 22 search warrants were served against alleged violation of the anti-illegal drugs, 13 search warrants were served for illegal possession of firearms, and nine buy-bust operations were conducted during Enhanced Management Police Operations.

6 killed daily: War on drugs now 'less bloody' - PNP

MANILA - The Philippine National Police maintained Friday that the war on drugs has become less bloody despite averaging six dead daily in the past two years of President Duterte's anti-narcotics campaign.

At least 4,814 deaths have been recorded in police anti-drug operations in the past 2 years, PNP Spokesperson Senior Superintendent Bong Durana said. This translates to an average of 6 people killed every day since the start of the war on drugs on July 1, 2016.

Durana, however, said records would show that weekly deaths from anti-drug police operations have dwindled as the PNP “polished” its anti-narcotics campaign.

He said from July 1, 2016 to October 25, 2016, there were 1,798 deaths during police anti-drug operations, or 105 deaths per week.

This went down to 61 deaths per week during the period of Oct. 26, 2016 to Jan. 30, 2017 (861 deaths), 39 deaths per week during the period of Mar. 1, 2017 to Oct. 10, 2017 (1,274 deaths), and 23 deaths per week during the period of Dec. 5, 2017 to Aug. 13, 2018 (881 deaths).

The weekly death averages stated by Durana were arrived at using varying numbers of weeks.

“We are continuously polishing our war on drugs. We can be tough on crimes at the same time we can be humane as well. These figures would tell us that while we can be relentless and chilling, we also want it to be less bloody,” the PNP official said in a Palace press briefing.

“We are improving, we are making sure that… we are one in protecting the human rights and constitutional rights not only of the accused but also our law enforcers.”

Meanwhile, Durana said a total of 59 police officers have been fired for various infractions linked to the Duterte administration's war on drugs.

He said a total of 3,275 police personnel have been slapped with administrative cases for anti-illegal drug operations from July 1, 2016 to July 31, 2018. Of this number, 778 police officers have been exonerated while 2,438 cases have been dismissed.

Meanwhile, 267 police personnel have also been dismissed for drug use, while another 95 were dismissed for other drug-related offenses from July 1, 206 to July 31, 2018.

Durana said 65 percent of police personnel who were dismissed or penalized have ranks ranging from PO1 to PO3. "Seventy-five percent or 3/4ths of those involved are those of lower ranks," he said.

President Duterte has vowed to make his anti-drug campaign as chilling as the day it began. The PNP, for its part, sought to recalibrate its campaign, as human rights groups continue to slam the drug war killings.

Barangay chief falls in drug drive

SHARIFF AGUAK, Maguindanao: A barangay (village) chairman and three others who are on a drug watch list were arrested in a drug operation on Wednesday at Barangay Poblacion, Kabacan, North Cotabato, by combined elements of Philippine Drug Enforcement Agency (PDEA) Regions 12 and Autonomous Region in Muslim Mindanao, Philippine National Police of Kabaca and 7th Infantry Battalion, according to a military official on Thursday.

Capt. Arvin Encinas, spokesman for the 6th Infantry Division (6th ID), identified the arrested drug suspects as Nestor Salaman, 42, the village chief of Barangay Poblacion in Kabacan, and Norhata Salaman, 42, Kabunto Batuman, 39, and Johari Zombaga, 20. Encinas said all of them were arrested at Salaman’s residence. Salaman and Batuman are considered by the PDEA as high value targets and are both residents of Kabacan.

Seized from the suspect’s residence were 43 grams of white crystalline substance suspected to be shabu with street value of P292,400.00, one caliber .40 pistol, ammunition and drug paraphernalia. “The government law enforcements agencies and the military will continue to intensify their drug operations as mandated by the President [Rodrigo Duterte].

We will not stop pursuing the drug syndicates in Central Mindanao,” 6th ID commander and Brig Gen. Cirilito Sobejana said. The suspects are detained at the PDEA custodial facility in Cotabato City and charges for violation of the Comprehensive Dangerous Act of 2002 will be filed against them.
