Catanduanes’ drug lords, coddlers are Duterte’s next target: Bantay kayo sa akin



President Rodrigo Duterte said drug lords operating in Catanduanes will be the next target of his brutal drug war.

Duterte specifically issued a warning against a National Bureau of Investigation official to watch out because the authorities were on top of his drug protection racket which was busted following the discovery of a mega shabu laboratory on the island last November.

In a speech in Malacanang Monday, Duterte said: “May isa pa di tong drug na… Isang NBI director, isa ka pa. Putang ina, bantay ka sa akin.”

Although he did not identify the official, Duterte was referring to NBI Director Atty. Augusto Eric C. Isidoro alias “Tay Eric” who was among the 21 respondents named in the illegal drugs case filed last July 4 with the Philippine National Police – Bicol (PNP Bicol) for their involvement in the mega shabu laboratory.
“Yung sa Catanduanes. Sinisikreto lang ninyo ‘yan, hindi niyo ibinabalita. Billion ‘yun,” said Duterte.



The shabu laboratory – which can produce at least 300 kilos per day or equivalent to P1.5 billion – was discovered in Barangay Palta Small, Virac town at the property of Isidoro’s wife, Angelica Balmadrid.
Isidoro was head of the NBI’s anti-drug unit during the time of Justice Secretary and now Sen. Leila de Lima. The warehouse was leased to one of Isidoro’s co-accused Jason Uy, alias “Paulo Uy,” reportedly a Chinese.

The shabu laboratory was part of the expose made by slain lain journalist Larry Que last December.

The publisher of Catanduanes News Now had tagged Catanduanes Gov. Joseph Cua as the brains behind the provinces’s illegal drug business. Cua has denied the allegations.

Que’s wife has filed murder charges with the Department of Justice against Catanduanes Governor Joseph Cua, a policeman, and three other suspects last May.

have you heard Presidente Duterte come to the defence of the suspected chinese drug lord? I mean, he threw out all the legal gobbledygook just to defend the life of a chinese accused of drugs. and this is not the first time. on another instance, some chinese caught being involved with illegal drugs were being shipped back to their countries supposedly due to it was chinese new year.

MANILA, Philippines — While prices of basic commodities have been rising, the cost of methamphetamine hydrochloride or shabu has dropped by more than a third as a ton of the drug that slipped into the country through magnetic lifters has “flooded” the streets of Metro Manila, according to the head of the Philippine Drug Enforcement Agency (PDEA).

PDEA director general Aaron Aquino, in an interview with “The Chiefs” on Cignal TV’s OneNews, said shabu prices are now at their lowest at P1,600 to P2,000 per gram in the National Capital Region.

Shabu prices in Metro Manila peaked at P6,800 per gram at the height of the government’s war against illegal drugs, but prices have gone down as the P6.8-shabu shipment that made its way to a warehouse in Cavite is now circulating on the streets.

“It just shows (that) there is too much supply. Prices have gone down since the discovery of the magnetic lifters. The shabu is now on the streets, being used,” Aquino said in a mix of English and Filipino.

Aquino said there are indications that the shabu shipment was downloaded only in Metro Manila as shabu prices in adjacent regions, Central Luzon (Region 3) and Calabarzon (Region 4-A), remain high.

The PDEA chief earlier said they were able to track down the shipment but operatives were only able to recover a kilogram of shabu, as well as plastic, aluminum foil and other wrappings used to hide the drug.

Aquino said the P6.8-billion shabu shipment should not be denied by the Bureau of Customs (BOC), whose leadership claimed that the empty magnetic lifters did not contain drugs as these allegedly tested negative during a swab test.

Aquino also hit BOC Commissioner Isidro Lapeña’s for not ordering a full-blown investigation on the shipment.

“Never did I hear the commissioner (warn) that he will sack his employees (or) he will conduct a full-blown investigation on (who facilitated entry of) these particular magnetic lifters, which got out of customs. I never heard that,” Aquino added.

Aquino said he has talked to President Duterte and cleared up their contradicting statements when the Chief Executive said the presence of shabu in the empty magnetic lifters was “pure speculation.”

The National Bureau of Investigation is probing three individuals who figured in the controversial shipment, namely former PDEA deputy director general for administration Ismael Fajardo, BOC intelligence officer Jimmy Guban and dismissed Senior Supt. Eduardo Acierto.

Aquino said they are waiting for the committee report of Congress before charges are filed against the suspects.

The government must conduct a “thorough investigation” on the smuggling of illegal drugs using container vans by suspected foreign syndicates before blaming the Chinese for the offense, President Duterte said Sunday.

The President said it is unfair to immediately blame the importers, including Chinese nationals, for the smuggled goods without a comprehensive investigation.

“Kawawanaman ‘yung mg atao [I sympathize with the people] especially the legit importers and their containers are taken advantage of by criminal gangs so there has to be a thorough investigation before we start to blame mostly Chinese,” Duterte said during the launch of the new book of former President Fidel V. Ramos at the Manila Hotel.

Duterte emphasized the need for presumption of innocence on the part of the ship’s owners and importers before authorities conclude their involvement in the illegal drug trade.

“We have the cooperative international intelligence sharing and we can have that. So what’s more important really is not to drag along innocent people into a criminal case which we are not sure of,” he said.

X-ray images of magnetic lifters showed these had shabu —Customs collector

A deputy collector from the Bureau of Customs (BOC) on Wednesday insisted that the magnetic lifters recovered in a warehouse in Cavite did contain an estimated P6.8 billion worth of shabu as shown by x-ray images, but BOC Commissioner Isidro Lapeña did not take action on the matter.

"Alam niyang (Lapeña) may alam ako, at alam niyang may laman, dahil... binigyan ko siya ng kopya ng X-ray image. Sabi ko, 'Sir, ito po ang klarong image... at kitang-kita po may laman yan.' Binigay ko sa kanya ang kopya," attorney Ma. Lourdes Mangaoang, Deputy Collector for Operations and Assistant Project Manager of CMTA PMO, said in an interview with Dobol B sa News TV.

"Yes, alam niya. Sinabi ko sa kanya na may laman pero wala siyang aksyon na ginawa."

Mangaoang showed the X-ray images of the magnetic filters which had cloudy parts, indicating that something was inside the containers.

The images were different from the X-ray scans of another batch of magnetic lifters that came in the country on August 13, which were "very clear" and did not contain cloudy parts.

The attorney further said she went personally to Cavite to examine the containers.

"'Yung X-ray natin kaya niyang mag-penetrate ng 11 inches of steel. Pumunta po ako sa Cavite, mineasure ko ang kapal niya, one and a half inches lang siya. Kitang-kita, kaya nga kitang-kita eh... You don't have to be an expert, you don't have to be an X-ray operator, you, an ordinary person can see (na) may laman 'yan (magnetic lifters)," she said.

GMA News Online is contacting Lapeña for comment as of posting time.

'Wala siyang aksyon'

Despite the evidences, and Mangaoang's suggestion to Lapeña to relieve the personnel involved, the Commissioner went mum about it.

"Pinipilit niya talaga na wala. 'Yun ang statement na ini-issue niya. Pero pinapabayaan niya 'yung mga tao niya na magsalita, sinasabing walang laman, pero siya mismo, nagsasabi na walang laman 'yan despite after the fact na sinabi ko sa kaniya, 'May laman 'yan, sir, imbestigahan mo,'" she said.

"Ito shabu, wala siyang aksyon. Nagtataka ako bakit wala siyang aksyon. Shabu 'yan eh! Bakit wala siyang ni-relieve?" Mangaoang added.

Thus, she said she was convinced that the BOC let the magnetic lifters containing shabu to just slip away. "Noong una, ang tingin ko napalusutan sila. Pero after akong makinig sa mga istorya nila, sa mga kuwento nila, I am convinced, pinalusot ito."

Mangaoang said the X-ray images were also already received by President Rodrigo Duterte through BOC Intelligence Group Deputy Commissioner Ricardo Aquino.

"At that time na lumabas ito sa media, wala pang ebidensyang napapakita kay Pangulo. Pero ang pagkaka-alam ko in-explain na po ni [Philippine Drug Enforcement Agency] Director General Aaron Aquino kay Pangulo at nagpresenta siya ng mga ebidensya at pati po itong image na ito, nakarating na rin po kay Pangulo. Kaya tahimik si Pangulo ngayon dahil sa totoo lang, ang pagkaka-alam ko din po, alam na ni Pangulo na may laman talaga 'yan," Mangaoang said.

In August, PDEA claimed that P6.8 billion worth of shabu was unloaded from four lifting equipment at a warehouse in General Mariano Alvarez, Cavite. PDEA said the lifters came into the country with the shipment that yielded P4.3 billion worth of shabu at the Manila International Container Port three days earlier.

PDEA raided the warehouse in Barangay F. Reyes after a caretaker informed authorities about the lifters that arrived on June 14. The lifters had reportedly been emptied by the time PDEA operatives got to the warehouse.

No residue of shabu had been found on the lifters but PDEA said K-9 units detected traces of the illegal drug.

Lapeña told the House inquiry on the matter that the magnetic lifters tested negative for dangerous drugs.
