MANILA, Philippines - Inamin kahapon ni incoming President Rodrigo Duterte na mayroon siyang ‘bipolar disorder’ kaya umapela siyang huwag paniniwalaan lahat ang kanyang mga pahayag.

AKLAN, Philippines – The Department of Social Welfare and Development (DSWD) apologized for distributing spoiled relief goods to residents of Boracay, which remains closed to tourists as it undergoes rehabilitation.

Boracay residents earlier turned to social media to express dismay over rice with insects, as well as possibly expired canned goods.

These relief goods were allegedly part of 2,760 family food packs given to beneficiaries in Barangay Balabag last June 16.

"We do not want this happening.... It is not acceptable because we [give] paramount importance to the welfare of the people," said DSWD Regional Director Rebecca Geamala in a statement.

According to Geamala, the contamination happened during the handling and hauling of relief goods.

"Our warehouse staff as well as personnel who are assigned during hauling and delivery were already given tall orders to ensure the quality of goods that we are releasing and that this must not happen again," she added.

Geamala earlier said the DSWD does not distribute expired relief goods for Boracay residents.

Groups such as Rise Up Aklan and We Are Boracay had urged the DSWD to look into the incident, saying that receiving spoiled relief goods is "unacceptable."

"It not enough to exchange the spoiled relief packs with new ones," said Rise Up Aklan provincial coordinator Kim-sin Tugna.

Duterte says he never ordered arrest of prostitutes in Davao City

President Rodrigo Duterte on Monday said he had never instructed policemen to arrest prostitutes when he was mayor of Davao City.

"I do not allow the police to arrest prostitutes. I do not allow the police in Davao to go to night clubs and inspect the papers. They have no business doing that," Duterte said in a speech before Northern Mindanao barangay chairpersons in Cagayan de Oro City.

Duterte said sex workers in his hometown are only required to undergo regular health checks.

"Tinanggal ko ang vice squad kasi huhulihin lang ng mga g__, dalhin sa opisina tapos titirahin. Kunin pa yung pera," he said.

Prostitution is illegal in the Philippines which is punishable by imprisonment, fine or both under the Revised Penal Code.

Duterte served as mayor of Davao for more than two decades before he became president in 2016 on a campaign promise to rid the country of illegal drugs, crime, and corruption. — BAP, GMA News

Govt boosts free education program

The government will boost its Free Tertiary Education Program next year by allotting an additional fund of P11 billion, Budget Secretary Benjamin Diokno said on Wednesday.

He made the announcement during the 2018 Philippine Association of State Universities and Colleges (PASUC) Midterm Convention in Pasay City.

Diokno said the budget for the free education program will increase to P51 billion in 2019. This year’s budget is P40 billion.

Of the amount, P44 billion will be released to the Commission on Higher Education (CHEd) while P7 billion will be allocated to the Technical Education and Skills Development Authority (Tesda), Diokno added.


President Rodrigo Duterte signed Republic Act 10931, also known as The Universal Access to Quality Tertiary Education Act, on August 3, 2017.

The law covers 112 state universities and colleges as well as CHEd-accredited local universities and colleges and Tesda-run technical vocational institutions.

The law exempts enrolled students from paying tuition and miscellaneous fees.

It also provides allowances for books, school supplies, transportation and miscellaneous personal expenses to select beneficiaries.

Students from families enrolled in the Pantawid Pamilyang Pilipino Program will be given priority. Student loan options will also be made available to students from private universities.

On June 13 this year, CHEd, SUCs and local universities and colleges (LUCs) signed a memorandum of agreement on the implementation of the free tertiary education law.|

A total of 112 SUCs and 78 CHEd-recognized LUCs will be covered by the agreement.
