How by fomenting violence , violence begets violence, proven adage. And who uncovered those kubols , the gadgets , the communication equipment was it Duterte or the previous administration. Who conducted regular raids to dismantle the structures, confiscate paraphernalia , gadgets , communication equipment before Aquino's administration? Robin Padilla mentioned that this was already being done during his time. Have you heard of raids being conducted during Ramos, Estrada or Arroyo's incumbency? If the previous administration were truly inept would those raids have been conducted in the first place? Even after uncovering these activities inside Bilibid, up to now Aguirre himself mentioned that 75% of transactions still emanate from Bilibid and is appealing for the addition of more signal jammers. So how come after De Lima uncovered it , why can't they immediately put an end to it. Nakakulong na di ba. You make it appear that Duterte is incorruptible. If that is so, why can't he provide us with a waiver? Did you read the details of the FOI that Duterte signed? The devil is in the details , there is executive privilege and you have to ask permission to get information. Freedom of Information is good if it is not emasculated. Basahin mo yong pinirmahang FOI ni Duterte.
The different websites of the various departments of the Aquino government already provide most of the vital information and it's open to the public , plus you don't need to ask permission. Belgica made a grand show of requesting for information of DAP disbursements when the DBM already has a website on specific projects provided by the DAP including the lawmaker concerned, the specific project , the amount , the location of the project.
A candidate who lies is not incorruptible and Duterte is a brazen liar. Didn't he say that he had no financial backers but his SOCE revealed otherwise?

Didn't he and Cayetano made such a big show of challenging the other candidates to issue a waiver at the start of the campaign by publicly displaying a waiver "kuno" which was later revealed to be a manifesto and thus cannot be used to disclose banking information? When asked to produce the real deal, Duterte hemmed and hawed and engaged the services of Panelo.
What shyt hole are you talking about? Where do you think all that money from that trillion budget will come from? Traffic, even Duterte's administration say that it will take years for the situation to be resolved and he will need emergency powers in the process.
If Duterte took over after Arroyo, instead of Aquino, with his approach, the Philippines would have been relegated to the pits. With a huge budget deficit staring at him and his gung ho attitude on drug campaign, that deficit would have ballooned to gigantic proportions. Add all the national disasters , earthquakes, typhoons and conflicts, palagay mo saan pupulutin ang Pilipinas, kung puro droga , patayan ang focus ni Duterte? There will be no money to fund social programs , no money to modernize the AFP, no money to sustain the bureaucracy. People forget that the Aquino government spent a lot of money too in transporting OFWs ,renting airplanes and even an ocean liner to transport these workers back to the Philippines.
Why do you think no single case of corruption, or the misuse of the Yolanda funds were filed against Aquino's administration when everyone was questioning what happened to the money? Because those in government knew , that there are documents, websites , that will specifically detail all the expenses for the projects. Roxas has been mentioned many times on Yolanda , but the DILG was only a conduit for the most part. It is the LGU's who actually are the beneficiaries of these monies and are tasked with the liquidation. Let's go into specifics.

1. By 2009 the shortfall in the budget was almost 300 billion pesos or 6.4 billion dollars, roughly 3.9% of gross domestic product, Aquino reduced it to 73 billion pesos by 2014 or .6% of GDP.
2. In March 2013 Fitch elevated the Philippines debt situation to investment grade for the first time ever. This stable credit rating was further affirmed by Standards and Poors and Moody's.
3. Cesar Purisima explained the debt situation of the Philippines under the Aquino government in this manner - During the Aquino administration, fiscal consolidation has led to a well-managed deficit, which eased financing requirements, translating to lower growth in national government liabilities compared with the size of the economy,” he said.

Purisima said that of the end of last year, the country posted a debt-to-gross domestic product (GDP) ratio of 44.8 percent, the lowest since 1996.

“In fact, for the first time since the early 1980s, the debt-to-GDP ratio fell below 50.0 percent in 2013, a far cry from the year 2004, when the ratio was at a high of 74.4 percent,” he said.

Purisima said that in comparison, the debt-to-GDP ratio of the US stood at 96.1 percent in 2013, 196 percent for Japan in 2012 and 55.1 percent as of 2012 for Germany.

To show you the disparity of how the world looked at the administration of Marcos vis-a-vis Aquino's governance, the Philippines borrowed 2 billion dollars in US denominated global bonds, at 3.7% interest, "the lowest coupon ever issued by the country to date."
In contrast Roberto Onpin went to Lee Kuan Yew to borrow 300 -500 million dollars which the then Prime Minister refused to lend saying "he will never see the money back". This means only one thing - no bank or financial institution is willing to lend the Philippines money, so Marcos had to send his Trade Secretary to personally borrow from a head of state. http://marketmonitor.com.ph/where-did-p ... no-go-fdc/

3. In terms of social services , let's not even talk of how Aquino expanded the Pantawid Kapamily program, but let's see how the Philhealth coverage was automatically extended to indigent seniors. Remember how Duterte was effective rebuffed by Roxas during the presidential debates, but nobody was really paying attention, choosing instead to appreciate Duterte's antics. In addition, hypertensive and diabetic maintenance medicines are now also available free to indigent patients.

4. The DeP ED also has instituted a voucher program up to a maximum of 22500 PHP for grade 10 students wishing to pursue senior education. http://www.deped.gov.ph/k-to-12/faq/voucher-program

These are far reaching programs that include the entire nation but the results are long term and cannot be achieved in a short span of time.

5. The country has 83 billion in dollar reserves, a testament to sound fiscal and economic policies. http://www.philstar.com/business/2016/0 ... -year-high

6.And to those who insist that the Aquino government is corrupt, the easiest way to debunk this is the unanimous observation that if there is one thing that this government is guilty of , it is UNDERSPENDING.
