paulit ulit na detained...

nag akyat bahay, detained, nagpyansa, nahulihan ng shabu possession, detained, nagpyansa, nakapatay detained... malamang magpyansa na naman yan after a couple of years....


yung biktima nagsumikap sa kanyang profession at naging miss KBP 2016, isang cancer survivor, inakyat bahay, nanlaban, patay...

Cop kills man who beheaded common-law wife in Cebu

CEBU CITY — A police officer shot dead a man who had beheaded his common-law wife in Consolacion town, northern Cebu on Sunday morning.

Dominic Pahugot, 27, cut off the head of Lovely Jane Quinio at their home at Sitio Libo, Barangay Tayud past 7 a.m. following a heated argument.

He reportedly tried to attack the police officers who went to their house after a barangay tanod, Rogelio Quinaging, reported the crime.


One of the officers shot Pahugot, according to PO2 Jorge Navales of the Consolacion Municipal Police Station.

Navales said Pahugot was in their list of drug users in the village.

Last month, Pahugot was arrested after neighbors complained that he had gone berserk.

He was committed to the psychiatric ward of a hospital but was released since he was able to answer the questions well.

Pahugot and Quinio had a fight on Saturday night that went on until Sunday morning.

The couple’s children, aged two and four, were placed under the temporary custody of a neighbor.

Pahugot’s brother taken into custody
Tuesday, October 10, 2017


THE older brother of Dominic Pahugot who beheaded his live-in partner Lovely Jane Quiño was taken to the police station after he went amok in Sitio Libo, Barangay Tayud, Consolacion past 7 p.m. last Sunday.

PO2 Socrates Borinaga, investigator, said they placed Pahugot’s brother, who is called Esboy by his relatives, in the police station’s stockade along with more than 30 detainees for safekeeping.

Like his brother, Esboy is suffering from a mental illness due to substance abuse.

“Nanigbas na siya sa mga pultahan sa balay sa iyang mga silingan (He hacked the doors of his neighbors),” Borinaga said in a phone interview.

He said they have coordinated with the municipal social welfare and development office and they will possibly send Pahugot’s brother to the psychiatric ward of Vicente Sotto Memorial Medical Center in Cebu City.

Borinaga said the social welfare workers will conduct a stress debriefing on Quiño’s four-year-old daughter, the lone witness to the murder of her mother. “Usahay motubag ang bata, usahay dili. Na-trauma gyud to siya sa panghitabo (Sometimes the child will reply, but sometimes not. She was really traumatized),” he said.

The girl is the second in the brood of four.

Quiño has a nine-year-old son from a previous relationship.

On the same day, past 6 a.m., Pahugot attacked Quiño and hit her with a pipe, after their argument.

Pahugot hacked her several times with a bolo, then he cut her head off. Borinaga said Quiño lost some of her fingers in both hands and some toes.

Police killed Pahugot around 7:30 a.m., after he tried to attack them with his bolo.

He suffered two gunshot wounds in the chest, two in the back and one near his stomach.

Pahugot and Quiño were autopsied inside the same funeral parlor in Consolacion last Sunday night. Quiño’s remains were brought to her home in Barangay Alang-Alang, Mandaue City.

Borinaga said the autopsy showed that Quiño was not pregnant.

She had given birth to a girl three months ago.

Supt. Virgilio Bayon-on, the provincial police spokesperson, said the anti-narcotics personnel of Consolacion Police Station was about to visit Pahugot’s house as part of their Oplan Tokhang program, after the latter was included in the list of drug users.

He said Pahugot would have undergone community-based rehabilitation if the visit pushed through and he admitted he was a junkie to the police. (KAL) Published in the SunStar Cebu newspaper on October 10, 2017.

‘Psych patients can’t stay long’

THE head of the psychiatric ward of the Vicente Sotto Memorial Medical Center admitted that while they can treat and prescribe to severe mental health patients, they cannot confine them in their facility for a long period of time.

Dr. Rene Obra, head of VSMMC’s Center for Behavioral Sciences, admitted they can’t house severe mental health patients at their facility for a very long time because they lack the space.

Obra made the reaction following the death of Lovely Jane Quiño, 25, who was beheaded by her live-in partner Dominic Pahugot inside their house in Consolacion last Sunday.

Pahugot’s mother, Angelica, told police that her son was brought to the VSMMC-CBS last month due to erratic and violent behavior.

However, Pahugot was released immediately and was only given a prescription that he needed to maintain.

Obra said that as much as they want to keep patients like Pahugot longer, they can’t for lack of space. Obra clarified that he was not behind Pahugot’s treatment.

Obra said that while the CBS can house 60 patients, it is currently housing more than 100.

But Obra clarified that they can provide medical assistance such as psychosocial assessment and even prescribed drugs to their patients.

He said patients like Pahugot whose mental illness has been worsened due to illegal drug use cannot easily be treated within a month or a year.

Like chronic illnesses such as diabetes and cancer, there is no cure for severe mental illness, Obra said.

“Ang atong paghatag ug tambal para mapataas lang nato ang functionality sa patient sa iyang daily routine, trabaho, unsay personal needs, nga dili kaayo siya problema sa iyang mga kauban sa panimalay (The medicine is only to increase the the patient’s functionality in their daily routines, work, their personal needs, so that they wouldn’t be much of a problem to the rest of the household),” Obra said.

He advised people who have relatives suffering from severe mental illness to regularly provide medicines as prescribed by the doctor to prevent any possible violent or erratic behavior.

Obra said he often prescribes psychotropic and neuroleptic medication to his patients who are suffering from severe mental illness. (JKV) Published in the SunStar Cebu newspaper on October 10, 2017.
