Search of Maguindanao town yields no terrorists

MAGUINDANAO, Philippines — Authorities searched for Islamic militants along the boundary of Buldon town and Mount Cararao for 18 hours but found none.


The Buldon municipal police launched the search on Saturday after President Rodrigo Duterte announced in Davao City the possible spread of the conflict in Marawi City into the municipality due to the presence there of Maute terrorists.

"I was thinking that we could, you know, lift [the martial law in Mindanao] earlier but the way it looks, parang may spillover na sa ARMM eh, sa Buldon," he said last Friday before the Eastern Mindanao Command in Panacan, Davao City.

Iranun communities in Buldon, a hinterland town in the first district of Maguindanao, senior police and Army officials in the province told reporters on Sunday that they were surprised by Duterte’s pronouncement.

They urged the Malaysian-led International Monitoring Team and the joint ceasefire committee of the government and the Moro Islamic Liberation Front to help them prove there is not even a single Maute terrorist in the municipality.

The Malaysian-led peace-keeping contingent, comprised of soldiers from Malaysia, Brunei, and Indonesia and non-uniformed conflict resolution experts from Norway, Japan and the European Union, has been helping oversee since 2004 the enforcement of an interim ceasefire accord between the MILF and Malacañang.

Maguindanao Gov. Esmael Mangudadatu told reporters on Sunday that he has tapped the Islamic religious sector in Buldon to help prove to the president that there are no Islamic State-inspired militants in the area.

'Mayor in full control of municipality'

He said the mayor of Buldon, Abolais Manalao, is in full control of the municipality.

“We respect and we do not begrudge President Duterte for having announced there are sightings of militants in Buldon. We take that pronouncement as a reminder for us to help him address terrorism and violent religious extremism in Mindanao,” Mangudadatu said.

Mangudadatu is chairman of the inter-agency provincial peace and order council, whose members include the 36-member league of mayors in Maguindanao.

The Army’s 6th Infantry Division announced on Saturday over radio stations in Cotabato City that there is no confirmed presence of any group in Buldon operating in the fashion of the Islamic State of Iraq and Syria.

Members of the Buldon municipal peace and order council said it is impossible for them not to detect the presence of any militant group now that all “rido” (clan wars) in the town have been settled.

“All clans hostile to each other before are now cooperating in maintaining law and order in the municipality,” said Chief Superintendent Reuben Theodore Sindac, director of the Police Regional Office-Autonomous Region in Muslim Mindanao.

The main headquarters of PRO-ARMM is in Camp Salipada K. Pendatun, less than 20 kilometers away from the town proper of Buldon.

Local MILF commanders told reporters on Sunday that there are Maute gunmen on high ground in Mount Cararao, but none in Buldon.

Mount Cararao is closer to Butig town in Lanao del Sur, where the Maute terror group first emerged in 2014.

No military reports of Maute militants in Buldon

Hundreds of Iranun villagers in Buldon, led by barangay captains, helped in Saturday’s search by the local police for militants at the border of Buldon and Mount Cararao but found none.

Senior Superintendent Agustin Tello, director of the Maguindanao provincial police, said personnel of the Buldon municipal police will conduct periodic searches in the area to prevent any incursion by Maute terrorists.

Maj. Gen. Arnel Dela Vega, commander of the Army’s 6th Infantry Division, said the 37th Infantry Battalion, which covers all of the barangays in Buldon, has not reported anything about sightings of terrorists in the municipality.

On December 8 last year, MILF rebels led by Command Quiqada killed five Maute gunmen and wounded more than a dozen others for trying to bring into Buldon militants wounded in clashes with pursuing soldiers in Butig.

Butig, located in the first district of Lanao del Sur, is hometown of the siblings Omar and Abdullah Maute, founders of the Maute terror group.

Another Marawi mosque reclaimed from Maute

Muslim police and Army personnel prayed together on Friday at the iconic Islamic Center in Marawi City that Maute terrorists occupied for more than two months.

LANAO DEL SUR, Philippines — Policemen and soldiers prayed on Friday in another mosque in Marawi City where Maute gunmen reportedly raped women they held to shield them from military offensives.

The Islamic Center in Pangarungan Village was occupied by terrorists as they laid siege to strategic areas in Marawi City on May 23, sparking hostilities that have since dragged on.

Lt. Gen. Carlito Galvez Jr. of the Western Mindanao Command said on Saturday that Friday’s Salahtul Jumaah at the Islamic Center was the first since May 23.

The Salahtul Jumaah, or Friday worship rite, in the iconic Islamic Center was preceded by a congregational prayer last week at the Saad Almusairi Masjid that soldiers and policemen had cleared from Maute terrorists early on.

Galvez said 42 soldiers and personnel of the Marawi City police converged on Friday at the Islamic Center to show that authorities are now in control of the religious site and its immediate surroundings.

“We ought to thank the city government of Marawi and the provincial government of Lanao del Sur for helping restore law and order in the surroundings of mosques that have been cleared from occupation by terrorists,” Galvez said on Saturday.

The congregational prayer on Friday at the Islamic Center was led by the chief of the Marawi City police, Superintendent Ebra Moxsir, an Islamic theologian and former Imam in the Regional Police Office-Autonomous Region in Muslim Mindanao.

Police Director General Ronald “Bato” Dela Rosa, who was at the headquarters of PRO-ARMM in Camp SK Pendatun in Maguindanao Thursday, lauded Moxsir and the region’s police director, Chief Superintendent Reuben Theodore Sindac, for actively supporting Malacañang’s effort to restore normalcy in the conflict-stricken Marawi City.

Dela Rosa said Moxsir, who is a moderate Muslim cleric, was intentionally designated chief of the Marawi City police for him to engage in religious activities meant to prevent the spread of Islamic militancy in the area.

“The situation there is different and Superintendent Moxsir is an Imam. He can help address the problem,” Dela Rosa said.

Evacuees from Marawi City have stories of how Maute terrorists tortured their captives in mosques they used sanctuaries after the May 23 hostilities there erupted.

The conflict in Marawi City displaced more than 300,000 villagers.

Captives who have escaped had also told authorities that Maute terrorists raped women inside mosques where they held hostages to prevent soldiers from getting close.

Moxsir said mosques can be offered as safe havens for victims of conflicts and calamities but can never be used as harboring sites for captives held against their will.

LUCENA CITY — Communist rebels could no longer be persuaded to return to the negotiating table, Communist Party of the Philippines founder Jose Maria Sison said on Saturday in reaction to President Rodrigo Duterte’s statement that talks would resume only if the insurgents declared a ceasefire.

“The line has been drawn to separate, fight and overthrow the US-Duterte regime. Duterte would have a hard time to act convincing again,” Sison said in an online interview from Utrecht, the Netherlands.

“Early on, it has been proven that Duterte is a liar and untrustworthy,” he said.

Sison also scoffed at Mr. Duterte’s proposal to make New People’s Army (NPA) guerrillas who surrendered part of state security forces.

“He wants to convert surrendered NPAs into his soldiers? Duterte has truly gone insane,” Sison said.

On Friday, Duterte said there would be no talks until rebel forces declared a cessation of hostilities.

He also enticed NPA rebels to surrender without precondition and become government soldiers with free housing.

Talks suspended

The peace talks to end nearly 50 years of insurgency under the Duterte administration started last year on a high note with four fruitful rounds of negotiations.

But in May, Mr. Duterte suspended the talks because of continued NPA attacks on government forces.

The President became more incensed after communist rebels ambushed a convoy of the Presidential Security Group in Arakan, North Cotabato province, in July.


“Duterte is very confident in using arms and deception. He launched the war against drugs to show his iron fist and capability to kill many to strike fear among the (Filipino) society,” Sison said.

Sison said Duterte’s drug war had two objectives: “for Duterte, his son and their allies to monopolize the illegal drugs market and transform the Armed Forces of the Philippines and the Philippine National Police into private armed groups to enforce fascist dictatorship in the Philippines.” ”

CAGAYAN DE ORO CITY — President Rodrigo Duterte on Saturday rejected a proposal from Omar Maute for the safe exit for their followers in Marawi City exchange for the freedom of the hostages.

The exact number of hostages remaining in the hands of the Maute Group and its allies remained unclear, but Duterte said they could be between 70 and 300.

At least 40 Maute gunmen and other extremists were estimated to have remained in the main battle area in Marawi City and continued to hold on to the hostages – including the Marawi City vicar general, Fr. Teresito Suganob.


Since the fighting started, 145 military troops and police officer had been killed, while the Mute gunmen had suffered more than 600 deaths, according to the military.

Asked about Omar’s reported proposal, Duterte replied: “No way. No way.”

He said the only way for the Maute gunmen to get out of Marawi alive was to surrender to the government.

“This has to end. This cannot go on,” he said. “If they surrender, we will try them, give them due process, provide them with a lawyer.”

Duterte assured the Maute gunmen that no violence would befall them if they surrendered.

“There will be no oppression or harassment or anything,” he said. “No violence will be inflicted upon them if they surrender. That I could guarantee to you.”

Duterte said he would not allow Maute gunmen to be manhandled or starved while in government custody.

“That’s not the way how we treat people even if they are criminals,” he said. “They are not POWs to me. They are simply criminals.”

Duterte arrived here and pinned medals on 74 more troopers, who got injured in the nearly four months of fighting in Marawi City.

The injured fighters who received Kampilan medals from the President were among nearly 1,000 troops who had been injured in the fighting in Marawi since May 23.

They were being treated at the Camp Evangelista Station Hospital (CESH) of the 4th Infantry Division.

Capt. Patrick Martinez, the spokesperson of the 4th ID, said two of the wounded personnel the President visited and awarded on Saturday were officers. He did not provide their ranks though.

Martinez said that, since the fighting started, 1,143 wounded troops had already been treated at the CESH, the main military hospital in Northern Mindanao region.

More than 400 others were also rushed there for various illnesses, including malaria. /atm

Building equipment, materials arrive in Marawi for rehabilitation

SOME of the heavy equipment to be used for the rehabilitation in Marawi has already been pre-positioned in Lanao Del Norte province, a military official said Sunday.

Western Mindanao Command chief Lieutenant General Carlito Galvez said several payloaders and back hoes arrived in Balo-i in Lanao del Norte on board the military vessel.

He said the heavy equipment will be used for the building of temporary houses of the residents, particularly in Barangay Sangonsongan, affected by the ongoing war which started on May 23 when Maute terrorists attacked the said city.

Galvez said aside from the equipment, relief goods, hygiene kits, and toys also arrived for the evacuees.

Earlier, Defense Secretary Delfin Lorenzana and Armed Forces of the Philippines Chief of Staff Eduardo Año expressed strong belief that the Marawi siege will be over before the month ends.

As of September 7, 45 civilians, 653 Maute members and 145 government forces were killed amid the conflict, while over 200,000 resident were displaced from the warzone. (SunStar Philippines)

Duterte to NPA rebels: I’ll make you soldiers if you surrender

DIGOS CITY – President Rodrigo Duterte on Friday urged New People’s Army rebels to surrender and help protect the country.

The President’s call might have betrayed his projection of how the peace talks with the rebels would go even if he had pursued it.

“I have a proposal to the NPA. Surrender, I will make you soldiers of this Republic, just Cafgu (Citizens Armed Force Geographical Unit) for the moment,” he said.


Duterte said NPA rebels who would surrender would be given firearms.

“But I will give you a gun to protect the Republic of the Philippines,” he said.

Duterte said there will be no precondition for the surrender.

All rebels had to do was to go to a mayor or go directly to the military to yield.

He said aside from guns, surrendered rebels would also be given houses.

He said her daughter, Davao City Mayor Sara, has a housing project in Tugbok district in Davao City.

“Inday has 1,000 units there. We will ask her to share,” he said.

But Duterte said he could not possibly put soldiers and rebels in a single housing area because “they might kill each other.”

“Military personnel will be put in Matina, the NPA (rebels) will be in Tugbok.”

Duterte hinted that he do not trust the NPA.

“When the Marawi crisis broke out, (Prof. Jose Ma.) Sison offered to help. He got offended because I turned him down,” he said.

Duterte said – albeit in jest – that if he allowed that, soldiers might get shot from behind.

Besides, he said that the problem in Marawi can be single-handedly handled by the military.

Duterte said the war was dragging because he had objected to the bombing of the mosques, not only for the safety of hostages – whom he said must be 70 or 300 – but also to avoid inciting anger from Muslims.

“You know, mosques are holy for Muslims,” he said.

He then said that targeting the mosques would not only anger Filipino Muslims but also Muslim countries that host Overseas Filipino Workers (OFW).

But he said that the Marawi crisis would soon come to an end./ac

Enemies of the state fighting wd an ideology will never compromise their beliefs,
not wd money, houses or any bribe, much less surrender when even their own
leadership are vehemently opposed to this government.

- Terrorist being offered to join the armed forces as regular soldiers ?

Its so stoopid an offer that only an imbecile leader or someone out of his mind
would try / say something like this.


Terrorist, by its connotation, will do anything to accomplished its objective
even killing/slaughtering its own civilian people, blowing up its own churches and
mosques, to inflict heavy damage/casualties
.

The reality of this statement is - its all just a 'political one-upmanship' by dutardte meant
to gain leverage, public sentiment of political magnanimity but not really true / sincere
or expecting positive outcome/result.
