Aha! Sanctioning fees. Yeah, the more the merrier for the WBA. :)

But just to quickly clarify. Not counting the interim champion (since it's crap anyway), I believe you can only have at most 2 other champs at one time in a division. 1 regular and 1 specially classified (unified, undisputed, super) or 2 specially qualified. If the regular becomes a specially qualified champ too then they have to fight each other. This will be true if there's still at least one more available sanctioning body belt for the regular to take that's not in the specially qualified's possession.

For example, let's say AJ Banal wins the regular WBA super fly title. If he also capture the belt from WBO's Fernando Montiel, then AJ too becomes a unified champ. Remember that Christian Mijares is already a unified champ holding the WBC too. I believe the WBA will order a mandatory between AJ and Mijares (with cooperation from the WBC and WBO), winner becomes undisputed with 3 belts and WBA regular will become vacant.

Of course all this are subject to the economics of the sport. The fights ain't gonna happen if powerful promoters don't make it happen. It's still a business and that's what s****.
