In South America, Spanish was enforced in all component of their society. In Philippines, it was used as the Franca Lingua and only by the highly educated. Rather than teaching language as a form of uniting the islands, Religion was used as a base. Thus the Spanish was focused on teaching Religion. Religion was then taught in the local language of each islands. Also, the biggest factor is, in South America, the Spanish out numbered the locals, in comparison, the Philippines had very low population of Spanish at the time. Incidentally, South America has lost a lot if not most of their native languages.
