Typhoon Megi heading for northern Philippines

People in the Philippines have battened down the hatches as Typhoon Megi heads towards the north of the country.

The typhoon is expected to make landfall on Monday afternoon with strong winds and heavy rain expected from Sunday afternoon. Winds are 140km per hour near its centre.

President Benigno Aquino has ordered relief goods and rescue equipment to be ready and for billboards to be taken down.

Mr Aquino says he does not want to unduly alarm the public, but there is nothing lost by being prepared.

Earlier this year, Mr Aquino sacked the head of the state weather bureau, accusing him of making a wrong forecast when Typhoon Conson unexpectedly struck the capital Manila, killing several dozen people and blacking out much of Luzon for three days.

TYPHOON “Juan” intensified as it barreled towards Northern Luzon and weather officials feared that the tenth typhoon to enter the country will be a super typhoon once it slams into Cagayan province tomorrow.

Government officials are bracing for the worst, with the police and military on stand by to evacuate affected residents and the Department of Social Welfare and Development moving relief goods to areas expected to be hit by the super typhoon.

Hoping for a zero casualty, President Benigno Aquino urged residents in the path of the typhoon to be on alert and vigilant.

“I ask our countrymen in affected areas to cooperate with their provincial and national officials in ensuring orderly and efficient preparations are made,” he said in a statement.

“We do not want to unduly alarm the public but there is nothing lost by being prepared.”

He said hourly advisories will inform the public of expected rainfall levels and which areas had to be evacuated if necessary.

Officials of the Philippine Atmospheric, Geophysical and Astronomical Services Administration were amazed by the speed and strength of “Juan”, which had maximum sustained winds of 140 kph near the center and gustiness of up to 170 kph.

Science and Technology Secretary Mario Montejo said the typhoon is estimated to be 650 kilometers east of Aparri this morning and will most likely be packing maximum sustained winds of 175 kph based on its strength when it entered the country before dawn yesterday with winds of 105 kph.

If “Juan” will not change direction or be pushed upward, Montejo said its maximum winds may reach 200 kph when it starts moving towards the northern tip of Cagayan province.

“Malakas talaga ang bagyo at nakakabahala. Kaya nga lahat kami umaasa na matulak pataas,” he told reporters.

Aside from the strong winds, “Juan” has dumped up to 250 millimeters of rain per six hours, Montejo said. Ondoy brought 341 millimeters of rain per six hours when it hit the country last year.

As of 4 p.m. yesterday, Juan was spotted 820 km East of Northern Luzon with maximum sustained winds of 140 kph near the center and gustiness of up to 170 kph. It is forecast to move West Northwest at 24 kph.

Weather forecaster Mario Palafox said the typhoon will further intensify and will only weaken when it makes landfall.

The typhoon is expected to affect Cagayan, Kalinga Apayao, Abra and Isabela.

Chances of the typhoon affecting Metro Manila is slim, but weather officials said residents can still expect some rain.

MANILA, Philippines - Nakapasok na sa bansa ang bagyong Juan at patuloy na lumalakas habang tinutumbok ang hilagang Luzon.

Ayon kay Nathaniel Servando, deputy administrator ng Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA), magiging isang super typhoon si “Juan” kapag ito ay nag-landfall na sa Cagayan bukas.

Si Juan ang tinataya ng ahensiya na pinaka malakas na weather disturbance sa ngayon. May dala itong ulan na kasing-dami ng “Ondoy” at ha­nging mas malakas pa kay “Basyang”.

“Siya ang pinakama­lakas so far, pero for this year ang projection namin may mga malalakas na bagyo pa na darating,” sabi ni Servando.

Sa latest monitoring ng PAGASA, si Juan ay nakapasok sa Philippine area of responsibility bandang ala-una ng madaling-araw kahapon at patuloy na luma­lapit sa Cagayan Valley region.

Namataan ito may 880 kilometro silangan ng northern Luzon at inaasahang tatama sa kalupaan bukas o Lunes ng hapon sa bayan ng Sta. Ana, Cagayan.

Ito ay kumikilos sa bilis na 24 kilometro bawat oras papunta sa direksiyon ng kanluran hilagang kanluran taglay ang pinaka malakas na hanging 140 kilometro bawat oras malapit sa gitna at may pagbugso hanggang 170 kilometro bawat oras.

“So by Monday, we are looking at 200 plus kph. Ito talaga ang nakababahala dahil kapag lumampas sa 200 kph ang hangin, isa na itong super typhoon,” pahayag pa nito.

Normal anyang mala­lakas ang bagyo sa huling tatlong buwan ng bawat taon pero mas malakas ngayon dahil ito ay natapat sa panahon ng La Niña phenomenon.

Anya, ang bansa ay dinadalaw ng 22 hanggang 23 bagyo kada taon at si Juan ang ika-10 bagyo.

Nilinaw naman ng PAGASA na ang naranasang malakas na pag-ulan kahapon sa Metro Manila ay hindi dahil kay Juan.

Science and Technology Secretary Mario Montejo said the government was alarmed at the speed and strength of typhoon Megi (local codename: Juan), which may have devastating effects in Northern Luzon provinces.

Montejos' department is in charge of the Philippine Atmospheric, Geophysical and Astronomical Services Agency (Pagasa). He warned that maximum winds may reach over 200 kilometres per hour by tomorrow morning, when the weather disturbance is expected to start moving to the northern tip of the Cagayan province.

Megi will be reclassified as a "super typhoon" once its wind speed reaches 200 kilometres per hour.

In preparation for Megi's onslaught, Benito Ramos of the National Disaster Risk Reduction and Management Council (NDRRMC) said the police, coast guard, the Red Cross, civilian volunteers and various branches of the armed forces have been notified of possible immediate action.

He added that the civil defence's operation centres in different regions have been put on "alert status" and are prepared to take "precautionary measures such as pre-emptive evacuation of families in low-lying areas and near mountain slopes as necessary".

Advance measures

Ramos said emergency response assets, such as rescue boats as well as relief goods, have been pre-positioned in various parts of northern Luzon, as well as Metro Manila, in anticipation of Megi.

In the National Capital Region (NCR), Ramos said the Department of Health-NCR and the National Capital Region Police Office have been also alerted.

He added that the Department of Social Welfare and Development, which is attached to the NDRRMC during periods of calamity preparations, has pre-positioned family food packs and non-food items at the evacuation centres in six regions of the country, including the National Capital Region.
