Village chief probed for sex during Zoom meeting

A village chief in Dasmariñas town in Cavite will be investigated and may even be removed from office after being caught on video engaging in a sexual act via Zoom, the Department of the Interior and Local Government (DILG) said on Thursday.

The village chief of Fatima Dos, identified only as “Estil” by the DILG, was caught having sex with his treasurer during a video conference with other village officials regarding their COVID-19 response.

‘Apalling, disturbing’
Interior Undersecretary and spokesperson Jonathan Malaya said the illicit act was “appalling and disturbing because it goes against public morals and the Code of Conduct and Ethical Standards of Public Officials and Employees.”

“If true, this is unbecoming of an elected government official. We assure the public that we will investigate this incident and will hold the barangay captain liable,” Malaya said in a statement.

“The DILG under the leadership of Secretary Eduardo Año does not condone nor tolerate such obscene behavior of any local government official who is expected to conduct himself in a manner befitting his public office,” he added.

Malaya said the DILG would send an investigation team to probe the incident.

Administrative cases
The team, he said, “is mandated to submit at the soonest time the result of its investigation to determine the liability of the barangay captain and his partner, and recommend his prosecution to the Office of the Ombudsman and the Sangguniang Panlungsod of Dasmariñas.”

Malaya also urged the Dasmariñas City government to investigate the village chief, saying it also has disciplining authority over barangay officials.

“If all evidence point to the culpability of Kap Estil, he can be slapped with administrative cases and may even be removed from his position as barangay captain. Public office is a public trust,” he said.

According to Malaya, “public officials are expected to display the highest moral and ethical standard as mandated by Republic Act No. 6713, also known as the Code of Conduct and Ethical Standards for Public Officials and Employees.”

A government official was caught having sex with his secretary after accidentally joining a Zoom meeting with his colleagues in the Philippines.

Staff from the Fatima Dos Village Council in Cavite were hosting their regular conference call on Wednesday before their boss, Jesus Estil, joined the meeting.

But Estil, who is apparently not so tech-savvy, had mistakenly pushed the wrong button and left his camera on.

The others began their discussions before the captain stood up and walked towards a woman seated on the sofa a few steps away from the computer.

Unknowingly, the captain and the woman began performing sexual acts while their stunned colleagues watched on.

The woman was later identified as his secretary who also does the accounting of the local government's office.

One of his colleagues was able to record the explicit scene.

The video was later made public and prompted some residents of the village to file a petition to oust the captain for misconduct.

The Department of Interior and Local Government (DILG) said that Estil will be relieved of his post as quickly as possible.

DILG Barangay Affairs Summons and Complains Chief Richard Geronimo said: 'This is not simple misconduct, but grave misconduct. We will do everything to punish him.

'Naturally, the staff member in question has asked for forgiveness but it is not that easy.'

Both Estil and the woman have not reported to their offices since the video was released.

EOC: You may be sued if you don’t fill out your health forms properly

CEBU CITY, Philippines — The Cebu City Emergency Operations Center (EOC) urged the public to fill out health forms properly when entering an establishment that would require them to do so.

This after the EOC had a difficult time tracing the clients of an establishment after the forms were filled with false information with names of fictional characters like “Bruce Wayne,” “Optimus Prime,” and “Doctor Strange.”

Mayor Edgardo Labella already warned the public that putting false information in these public documents could be punishable by law especially since the health forms might be considered public documents.

“That can be considered falsification of public documents. It is very important that they place the right information because that would help our contact tracers find them should the establishment have a positive COVID-19 (coronavirus disease 2019) case,” said the mayor.

Councilor Joel Garganera, EOC head, said those, who would not provide accurate and proper information in contact tracing forms, might be punished under Section 9(b) of RA (Republic Act) 11332 otherwise known as Mandatory Reporting of Notifiable Diseases and Health Events of Public Health Concern Act and (b) Tampering of records or intentionally providing misinformation.

The act of providing accurate information in the health forms is a small but crucial contribution that people can do to help the city government prevent the spread of the coronavirus.

“However, we would like to shift the responsibility to the establishment to ensure that those entering their premises will provide accurate info because this is for their own good. The EOC would therefore recommend establishments to ask for a valid ID before entry and check the forms if they were completely filled,” said Garganera.

The EOC urged the public to help the city government by properly filling up the forms so when these forms will be needed for contact tracing, the EOC will not have difficulties looking for the people affected./dbs

Mas mura rin ang filing fee at posible pang makakuha ng exemption kapag indigent o wala na talagang pinansiyal na kakayanan ang tao.

Ngunit para hindi maabuso ang sistema, may karagdagang bayad sa bawat defendant na idadagdag. May dagdag-bayad din kapag higit limang beses nang nagsampa ng kaso sa loob ng isang taon.

"Ito po ay abot-kayang hustisya. 'Pagkat sa pananaw namin, wala pong maliit na halaga na hindi dapat solusyunan ng hustisya. Sa small claims, pananatilihin natin na ang batas ay maging simple, mabilis, abot-kaya," ayon kay Chief Justice Maria Lourdes Sereno.

Noong 2010 pa nang unang ipatupad ang small claims procedure pero Pebrero ng nakaraang taon lang tinaasan ang halaga na maaaring singilin. Mula sa P100,000 noon, P200,000 na ngayon.

Ayon sa Korte Suprema, umabot na sa 13,000 small claims cases ang naresobla noong 2016 -- mas mataas ng 10,000 ang kaso kumpara noong 2015.

Pinaigting naman ng Korte Suprema ang information campaign sa social media, maging sa mga paliparan at embassies para makinabang din ang mga overseas Filipino workers.
