To cut the long story short...

Nograles and Jeanette Lumanta Leuterio where having an affair. The entire scene happened somewhere in Manila but some says it happened in one prominent hotel here in Davao. The rumored hotel in Davao is now owned by Burlesk King himself. The woman was a former newscaster of ABS-CBN, Davao. The affair started because of the TV program which was produce by the government and hosted by Leuterio and when Mayor Duterte could not attend the show, Nograles takes over.
Yes... Because of the cameras, Nograles flees in a hurry without his boxers. but not just the camera was the reason why he took off immediately, but because the hubby of the woman is also there...
