‘Drug lord’ used to work for City

Kevin A. Lagunda,

Razel V. Cuizon

A POLICE official described Franz Sabalones, an alleged drug lord in Central Visayas, as “the best” source of information they’ve spoken to among the drug personalities who have so far turned up in Camp Crame.

Sabalones provided vital information on drug operations in the region, as well as good leads police investigators can track down, said Chief Superintendent Roel Obusan, director of the PNP Criminal Investigation and Detection Group (CIDG).

As this developed, a local official confirmed that Sabalones used to work as a traffic enforcer of the Cebu City Traffic Operations and Management Office (Citom), which he joined in 2001.

He was tasked to apprehend those who violated the City’s rules against jaywalking, said lawyer Rafael Christopher Yap, acting department head of the Cebu City Transportation Office (CCTO).

Sabalones, accompanied by his brother, surrendered to Police Director General Ronald dela Rosa last Monday morning, although he has no pending cases in court. He was said to be on the same level as suspected drug lord Jeffrey “Jaguar” Diaz, who was shot dead in a police operation last June 17.

PHP103-M worth of ‘shabu’ seized in Pampanga
by Philippine News Agency
August 10, 2016

MANILA — Operatives of the Philippine Drug Enforcement Agency (PDEA) seized an estimated PHP103 million worth of methamphetamine hydrocloride or ‘shabu’ from a Chinese national in a dismantled warehouse used as a storage facility in Angeles City, Pampanga, the Philippine Drug Enforcement Agency (PDEA) said on Wednesday.

Santiago, Valenzuela City, which was raided on Friday by a team from the Philippine Drug Enforcement Agency and the Anti-Illegal Drug Group. Four Chinese nationals were arrested during the raid, and one of them was killed when he shot it out with the raiding team.

PDEA Director General Isidro S. Lapeña identified the suspect as Yiye Chen who was arrested inside the warehouse.

Chen is suspected to be a member of 14-K syndicate, a transnational drug group operating in the Philippines.

Lapeña said that the facility was discovered in a house along Jasmin Street, Hensonville, Barangay Malabanias, Angeles City, Pampanga.

Armed with a search warrant, joint elements of PDEA Regional Office 3 (PDEA RO3) under Director Emerson Margate and PDEA Regional Office-National Capital Region (PDEA RO-NCR) under Director Wilkins Villanueva, raided the suspected shabu warehouse last Aug. 5.

Seized during the operation were one plastic bag containing suspected shabu, two heat-sealed transparent plastic sachets of suspected shabu, one plastic container containing liquid shabu, one plastic container of suspected shabu, 25 pieces of self-sealing plastic bag containing more or less 30 kilograms, with an overall estimated value of PHP103 million.

“PDEA operatives have been monitoring the place since last month, thanks to the information given by a confidential informant,” Lapeña said.

Chen will be facing charges for violation of Section 11 (Possession of Dangerous Drugs), Article II of Republic Act 9165, or The Comprehensive Dangerous Drugs Act of 2002 and is now under the custody of PDEA-NCR.
